Description
The National Institutes of Health/NIDA intends to procure on a sole source basis, consulting and support services for NIDA ethics, outside activities, travel (foreign, domestic, and sponsored), and technology transfer program from Stephen R. Gane, Gaithersburg, MD. The period of performance is 896 hours during the period of March 28, 2005 through September 30, 2005. The North American Industry Classification System Code (NAICS) for this procurement is 541611, and the size standard is 6.0. For this requirement the incumbent must possess a minimum of five years experience working at the NIH, and five years work experience with NIDA. The five years of work experience with NIDA must have included work with ethics, outside activities, and travel programs. The individual must also have a complete knowledge and understanding of the NIDA five year strategic plan and all components of policies relating to ethics, outside activities, and travel programs that are required in following this strategic plan. NIDA sponsors a large amount of programs, training, research initiatives, and ?Town Meetings? across the country. The incumbent needs to be knowledgeable of NIH policies regarding ethics, outside activities, and travel. The individual needs to stay abreast of all policies and procedures as they change or are modified. The individual contractor?s educational qualifications will include a minimum of a bachelor?s of art?s degree in economics, English, or other relevant area of business. The contractor must have the ability to use Microsoft Word, Access, and Excel. The contractor must have prior experience and a thorough understanding of the NIH and NIDA technology transfer program. This is a notice of intent, not a request for proposals. A solicitation document will not be issued and proposals will not be requested. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000.00. This acquisition is being procured under Federal Acquisition Regulation (FAR) Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements.
