Information Needed: SOURCES SOUGHT SYNOPSIS: This is a Sources Sought Synopsis announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of potential 8(a), HUBZone, and Service Disabled Veteran Owned small business sources. Responses are restricted to certified 8(a), HubZone and Service Disabled Veteran Owned small businesses serviced by the Portland, Oregon; Seattle, Washington; Boise, Idaho; Spokane, Washington; or Helena, Montana SBA office. The Government is seeking qualified, experienced sources capable of performing road and/or bridge construction in the states of Oregon, Washington, Idaho and Montana. The work may consist of resurfacing, restoration, rehabilitation and/or reconstruction of roads, bridges, parking lots and/or trails in National Wildlife Refuges, National Parks, National Forests, or other Federal Lands. The Western Federal Lands Highway Division is attempting to identify potential 8(a), HUBZone, and Service Disabled Veteran Owned small business sources to determine the feasibility of delivering these types of projects in Oregon, Washington, Idaho and Montana utilizing a Multiple Award Task Order Contract/Indefinite Delivery ? Indefinite Quantity (IDIQ) type of contract. Should we choose to issue a solicitation, capable firms in the identified small business categories will compete for the award of the IDIQ contract. Under this potential contracting method, more than one contract would be awarded. Individual projects would be competed among the successful contract holders on a Task Order by Task Order basis. Anticipated projects will range from $2,500 to $1,500,000 and will require the contractors to show a bonding capacity of $1.5 million for a single contract and $3 million aggregate. Responses to this sources sought will be used to define the particular area(s) of coverage for the contracts. (Examples - 3 contracts for each state; 3 contracts for the states of Montana and Idaho; or 3 contracts for the Boise SBA region) The Government is requesting that concerns interested as prime contractors furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address. (2) Type of business, i.e., 8(a), HubZone, Service-Disabled Veteran-Owned, under North American Industry Classification System (NAICS) code 237310 which contains a size standard of $28,500,000.00. (3) The SBA district office for your firm. (4) The geographical area in which you are willing to work. State this information as clearly as possible. [I.e. If you can work anywhere in a state(s), provide only the name of the state(s). If you can only work in certain portions of the state, indicate as clearly as possible the areas such as ?counties a, b and c in state X? or ?100 mile radius of city Y in state X and the entire state of Z.?, etc.] (5) Provide no more than three (3) references, for no more than three (3) of the most recent and relevant contracts, performed within the last three (3) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. Contracts must be same or similar to the work described in this announcement. E-mail responses to this request for information are preferred, and should be sent to: eplans@fhwa.dot.gov.
