- AIR FORCE YOUTH/FAMILY RUNNING EVENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This requirement is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The NAICS Code is 711320; size standard $6M. The Air Force Family Member Program plans to award a contract to provide a family running event in accordance with the following statement of work. STATEMENT OF WORK Introduction: The Family Member Program would like to meet the interest and the need of youth Air Force wide with the opportunity to participate in family running events. Program/performance objectives: The purpose of this contract is to provide an AF-wide running event for youth ages 5-18 and parents to create a family run. Running distance will be as follows: ages 5-6: ? mile course; ages 7-8: 1 mile course; ages 9-15: 2 mile course; and 16-18: 3.2 mile (5k) course. Scope: Description of Services: The contractor will provide complete materials and on-line registration for a family running event for participants ages 5 to adult for use in Air Force Youth Programs located in eighty-three sites in the United States and overseas. The materials will be packaged as ?turn key? operations, which provided Youth Program managers and staff with all materials needed to conduct a running event for this target group. Also included will be an option for bases to offer an on-line registration for all running participants. The contractor will maintain a website for registration for the bases that choose this option of registration. The website will accept parent registration for each child as well as the parents registration. The website will enable the running event POC for each base a report listing each participant's name and age. The materials will include: a. On-line registration with an administration function (The website should include the capability that each individual base will have a registration site for both youth and adult to include age, gender and t-shirt size. Each base will have administrative rights to locate and print their registered participants. Contractor will be able to create a total number of participants for youth and adult to issue to the contract Point of Contact.) b. 1 Entry form (Word document) for re-prints for registration (8.5" x 11" paper size) c. 12 Run Posters with 4 color for advertisement with area at the bottom for each base to write in their specifics (14" x 34" poster size) d. ?How To? Implement Event Book (8.5" x 11" paper size. No specific # of pages but must include all pertinent information) e. Course instruction sheet (8.5" x 11" paper size) f. Event Start/Finish banners (2? x 8? vinyl one sided) 2 color g. Course schematic layout (general layout of how a course could be marked with each distance so the same start & finish can be used for all races - 8.5" x 11" paper size. The course layout is an overview for each base to use to assist them in where to do a turn around based on distance for each race. Each base will have to create their specific layout based on their running location.) h. 1 Course Sign Kit to include 42 signs: 2 ea registration check-in; 2 ea late registration; 2 ea T-shirts sign; 1 ea 1 mile; 2 ea 7&8 turn around; 2 ea 5&6 turn around; 2 ea ? turn around; 2 turn around; 1 ea 1 mile to go; 12 directional arrows; 2 ea water station ahead; 8 ea caution runners on the road; 2 ea start; 2 ea finish. (11" x 17" material preference of 4mm coroplast or 24# polycoat) i. 4 each rolls of course tape(1,000 ft ea) with logo (tape should be a minimum of 4" wide and have the words Kids Run imprinted on it). j. Event Tee shirts with 3 color patriotic theme in sizes from Youth Small ? Adult Xlarge (Vendor creates a percentage for each sized based on the total number of youth and adults for that base. Sizes should include Youth Med/large/Xlarge and Adults sm & med (for youth) and Large & Xlarge for adults) k. Runners numbers with logo for both youth & adult (numbers will be 1 through the total number of youth and 1 through the total number of adults.) l. 4 each safety pins per runner to attach runner numbers m. 12 volunteer shirts with 2 color screen ? sizes Adult Med-Adult Xlarge n. Course signs for adult 5K run (start, 2.5k, 5k, turn around, finish) NOTE: T-shirts with custom logo must incorporate a red, white, and blue theme. The logo will appear as a full front screen on the t-shirts. Logo elements must incorporate one of the following phrases: Air Force Kids Run, USAF Kids Run or Armed Services Kids Run and may incorporate some or all of the following: (1) a patriotic theme such as US flag or stars, (2) youth ages 5-12 running (depictions of real youth must include both sexes and be multicultural or generic youth may be used such as stick figures), and/or (3) running event items such as running shoes, start/finish banner, course layout track, etc. Marketing posters will incorporate the custom logo and will leave a section on the poster for local date, time, and place of event. Actual run logo for advertisement and t-shirts must be approved in advance by Family Member Program representative. Deliverables: a. Recommended race day will be held on Armed Forces Day, 21 May 05. b. Materials shall be mailed to each base nlt 1 Apr 05 so the marketing materials can be used in advance to advertise the event. c. Contractor is responsible for all cost of shipping to each of the 83 bases. d. The website will be available for on-line registration nlt 15 Apr 05. The website for on-line registration will be secure so that Air Force youth and parent information is not accessible by others. The vendor may not use the information from on-line registration to sell the list of parents name to any other vendors and may not use the list of names for any advertising or e-mails. CONTRACT TERMS AND CONDITIONS Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. In determining best value the past performance evaluation factor is significantly more important than price. Interested parties capable of providing the above must submit a written price quote to include discount terms, cage code, and firm?s evidence of their ability to perform. Each offeror will be required to have three (3) clients complete and submit a Questionnaire (supplied by this office) to be used for Past Performance Evaluation. All responses will be considered, but must be submitted on the requirement included in this synopsis.
