- Contractor will provide all personnel, equipment and materials to provide the following tasks to survey and remediate a Small Arms Firing Range (outdoor) located in Morrow, Ohio for the Ohio Army National Guard: Obtain No Further Action Letter or Co venant Not to Sue from the Ohio EPA, Remedial Action Work Plan assessed in accordance with the National Environmental Policy Act (NEPA), Endangered Species Survey, Phase I Archaeological Survey, Storm Water Pollution Prevention Plan, (SWPPP) and obtain cov erage under Ohio EPAs National Pollutant Discharge elimination system (NPDES) permit, general construction. Soil is to be sampled for Lead only and additional sampling needs to be conducted to include all eight RCRA heavy metals (TCLP). The Government intends to evaluate proposals and award a contract without discussion with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial proposal should contain the offerors best terms from a cost or pric e and technical standpoint. The Government reserves the right to conduct discussion if the Contracting Officer later determines them to be necessary. The Government reserves the right to make multiple awards if, after considering the additional administr ative costs, it is in the Governments best interest to do so. The Evaluation Factors, in order of importance, are: Factor 1 Technical Capability / Understanding of Requirement: Contractor will demonstrate a clear understanding of the specific requirements and their approach to accomplishing the tasks. Factor 2 Contractors Past Experience: This factor involves the evaluation of the contractors past performance for services similar in scope and nature to the requirements in the Statement of Work. Factor 3 Personnel / Team Qualifications: Provide qualifications and experience for proposed key technical and management personnel. The submission packet must include curriculum vitae and/or resumes for each person on the project. At least one individ ual assigned to the project must be VAP certified. Factor 4 Price: In accordance with Federal Acquisition Regulation (FAR) 15.304(e) evaluation factors 1, 2, and 3, when combined, are significantly more important than price. The Government expects to receive the overall best value as defined in FAR 15.1 01-1. Cost proposal will be analyzed in accordance with FAR 15.404-1(b). Factor 5 Proximity: Due to the scale and complexity of this project, your headquarters or one of your primary field offices must have an office located in Ohio or an adjacent state (Michigan, Pennsylvania, Indiana, Kentucky, West Virginia). Your propose d subcontractors must have offices located in Ohio or an adjacent state. This Federal Government intends to award a firm fixed price, performance-based contract. The solicitation package will be available on or about March 1, 2005. The Government will award this contract using the best value, full trade off process as defined by FAR 15.101-1. Period of performance is 360 calendar days after Notice to Proceed.
