FOB is Destination. For use on the M16/M4 Series Weapon Systems. The Spring, Locking is manufactured from wire, stainless steel, type 631 (17-7ph), cold drawn, per ASTM-A313. Wire diameter is .03700 +/-.00075; Free length is .982; Solid l ength is .342 max; Total number of coils is 9. Precipitation harden after forming to cond. CH900. Ends closed, ground and squared. The Spring, Action is manufactured from wire, stainless steel, type 631 (17-7 ph), cold drawn, per ASTM-A313. Wire diamet er is .072 +/-.001; Free length is 10.70; Solid height is 2.847 max; Total number of coils is 38. Precipitation harden after forming to cond. CH900. Ends closed, ground and squared. The Spring, Helical Comp is manufactured from wire, music, ASTM-A228. W ire diameter is .038; Free length is 2.25; Solid length is 1.33 max; Total number of coils is 34. Cadmium Plating, Type II, Class 2, Spec QQ-P-416. Ends closed, not ground. This acquisition is 100 percent set-aside for small business. Estimated issue d ate is 23 February 2005. The License Agreement between the U.S. Government and Colt Defense requires manufacturing within the United States and Territories. Offerors are hereby notified of the following requirement. The technical data for the M16 and M4 Family of Weapons is proprietary to Colt Defense, LLC. In order to receive the technical data package (TDP), offerors are required to execute a Non-Disclosure Agreement binding each offeror to the terms and conditions of the agreement. A copy of the Non -Disclosure Agreement may be requested from TACOM-Rock Island, ATTN: AMSTA-LC-CSC-C/Ms. Bobbie Stegall, Rock Island, IL 61299-7630, telephone (309) 782-3618/FAX (309) 782-3813, email address: stegallb@ria.army.mil. An official authorized to legally bind the company must sign the Non-Disclosure Agreement. Upon execution of the Non-Disclosure Agreement, return the original copy to the above address. This solicitation incorporates a TDP that cannot be provided via the internet. Vendors who need this TDP i n order to prepare a quotation are instructed to submit a request by email to: tacom-ri-tdp@ria.army.mil. Any requests should contain the following information; CAGE Code (if available), Company Name, Point of Contact (optional), Street Address, City, S tate, Zip Code, Telephone Number, FAX number, email address. A TDP will be provided by normal mail after the solicitation has been released to the internet. CAUTION: This solicitation, as well as any amendments thereto, will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any int erested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of quotations may render your quotation nonresponsive and result in the rejection of your quotation.
