Description
THIS OPPORTUNITY WAS PREVIOUSLY ADVERTISED AS W912DQ-04-R-0025 AND IS BEING REPLACED IN ITS ENTIRETY WITH THIS SOLICITATION. This contract is being procured in accordance with the Brooks A-E Act (PL 92-582) as implemented in FAR Subpart 36.6. The U.S. Army Corps of Engineers, Kansas City District, is seeking one qualified offeror to provide Architect-Engineer (A/E) Consultatio n Services in the form of a six member Board of Consultants (Board) in support of the upcoming Tuttle Creek Dam Safety Assurance Program Foundation Modification Contract. The offeror will be selected for negotiations based on demonstrated competence and q ualifications for the required work. The type of contract proposed for the Board is a Firm Fixed Price Indefinite Delivery type contract. Each offeror shall submit a complete Board. Offerors without a complete Board will not be considered. The base con tract will be for three years and will have options to extend the contract for three additional years. The minimum amount awarded during the base contract period will be $1,200,000. The total amount of the contract (base plus options) will not exceed $6, 000,000. The wages and benefits of service employees (see FAR 22.10) performing under the resulting contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees off ice location (not the location of the work). The offeror selected shall have the capability to provide all Board of Consultant disciplines, either directly or by subcontract, in order to provide all consultation services for all phases of the construction contract. The resultant contract from this s olicitation will be an IDIQ Contract. Price will be negotiated after the Board has been selected. Detailed scopes of work will be provided as needed to accomplish work under this contract. Task orders will be negotiated and executed based on the detaile d scopes of work. The Tuttle Creek Evaluation Report, Environmental Impact Statement, and other project drawings and reports are available on this website. All other information will be made available to the selected offeror. Project Information: Tuttle Creek Dam is located on the Big Blue River, in the Kansas River basin, approximately 6 miles north of the City of Manhattan in eastern Kansas. Tuttle Creek Lake covers approximately 12,500 surface acres at normal pool with over two million acre-fee t of storage below the flood control pool. The dam is a rolled earth fill and hydraulic fill embankment, 7,500 feet in length, standing 137 feet high with a crown width of 50 feet and a base width of 1,050 feet on an alluvial foundation. The dam is located in a zone of moderate seismicity dominated by the Nemaha Ridge and Humboldt fault zone. Seismic and geotechnical investigations have established that an earthquake larger than a 5.7 magnitude could cause liquefaction of the foundation sands and potential failure of the embankment. The Maximum Credible Earthquake for consideration at the dam i s a 6.6 magnitude event at approximately 20 kilometers from the dam site. Depending on the magnitude of the earthquake, significant deformation of the entire embankment, and release of the lake is possible. This would result in devastating flooding effect s to portions of the City of Manhattan. In order to address the risk of embankment breach during an earthquake, the foundation is to be stabilized using jet grouting and/or deep soil mixing to mix cement into the foundation sands under the upstream and downstream slopes of the dam. This foundati on modification project could potentially involve the treatment of over 400,000 cubic yards of soil. A cement cutoff wall that extends to bedrock beneath the dam (depths of approximately 200 feet) will also be required to stop normal seepage through the s and b eneath the dam. Services Required: Types of services required for the six member Board to perform include, but are not limited to: review, studies, reports, meeting participation, construction site visits on the Tuttle Creek Dam Foundation Modification Project, and all administrative servi ces necessary to support these services. The Board will be responsible for input on and review of: the full scale field demonstration foundation modification test program proposal, the geotechnical baseline report, contract drawings, specifications, desig n analyses, FLAC deformation modeling, soil parameter modeling, modified ground parameter modeling, and quality control/quality assurance during design. Additional technical guidance will be required throughout the contract. The Board will familiarize th emselves with past evaluations but will not evaluate seismicity or overall liquefaction potential. The primary focus of the Board shall be on the construction of the foundation modification. The Board chairman shall serve as the primary point of contact and will be responsible for coordinating all the efforts of the Board members including mailings, travel, and financial and contractual issues. The chairman shall consolidate all documentation and review comments (submit in Dr. Checks). The chairman shall provide minutes of all Board meetings, discussion notes, and site visit reports to the Contracting Officer Representative. In addition, the Board chairman shall submit monthly status reports on the Board activities. The following are estimated hours (not guarantees) of consultation services per Board member that should be used to determine the scope of this solicitation: Year 1: 200-1000 Hours Year 2: 100-800 Hours Year 3: 100-800 Hours Year 4 (Option): 50-500 Hours Year 5 (Option): 50-500 Hours Year 6 (Option): 50-500 Hours Travel will include site visits to Manhattan, Kansas or Board meetings at locations to be determined in task orders. The Joint Travel Regulation will be used to determine costs associated with travel. Construction Contract Information (Separate Contract): A construction contractor will be selected under a separate contract. The base award for that construction contract will be for preconstruction services and construction of the downstream cutoff wall. Four options are set as a part of the construction co ntract. The options, if awarded as part of the construction contract, will be awarded separately. If the government negotiates the options as part of the construction contract they will most likely be awarded in this sequence: -Test Program- Construction and testing of various jet grouting and deep soil mixing test columns. -Geotechnical Baseline Report- Development of report to establish agreed upon statement of geotechnical conditions anticipated during construction. -Main Construction- Construction of upstream and downstream stabilization and other required construction. The offeror selected under the separate construction contract will perform preconstruction services that include: -Recommendations and reviews on the test program proposal and test program results. -Review and evaluation of design documents. -Leading risk management review and workshop. -Identification of any potential construction related problems or errors in the design and design documentation. -Consultation during construction document production. -Assistance in developing bid packages, construction phasing, preliminary project schedule, cost estimates, and subcontractor and supplier interest. -Consultation on construction methods and the selection of materials and equipment. -Recommendations on construction feasibility. -Actions designed to minimize adverse effects of labor or material shortages and time requirements for procurement and construction completion. -Providing guidance on factors related to construction cost including es timates of alternative designs or materials, preliminary budgets, and possible economies. -Providing recommendations for the use of fast tracking, early ordering of materials, and any other procedures that will maximize the available funds for the project. -Providing all recommendations, identification of problems or errors, guidance, and review comments in Dr. Checks. Coordination With Other Contracts: The Board is required to work with the construction contractor and the Government in a cooperative team effort to develop quality design and construction. The Board shall attend scheduled meetings with the Government and construction contractor. The Boar d shall consult with the construction contractor and the Government regarding construction methods, selection of materials and equipment, and other design, cost, and schedule issues relating to the project. The Board shall consider and balance all technic al factors with schedule, funding limitations, and funding execution requirements. The work of the Board shall be coordinated as not to delay the work of the construction contractor. No communication shall occur between Board members and the construction contractor without the presence of a Contracting Officer Representative. Responsibility Distribution: The following are a list of services to be performed by the Corps of Engineers, Board of Consultants, and Foundation Modification Contractor respectively. The responsibilities listed for the Board of Consultants are in addition to those listed elsewhere. Corps of Engineers: Provide input/recommendations on drawings, specifications and design analysis reports on a regular basis; Development of drawings, specifications, and design analysis reports (35%, 65%, 95%, 100%); Develop cost estimates (35%, 65%, 95% , 100%); Review drawings (35%, 65%, 95%, 100%) and provide comments; Review specifications (35%, 65%, 95%, 100%) and provide comments; Review design reports (35%, 65%, 95%, 100%) and provide comments; Review and discuss comments from entire team on all con tract documents and reports; Attend and provide input/recommendations in regular team meetings that are held to discuss schedule, scope, design, and budget; Perform design analysis and deformation modeling; Provide input and recommendations on the test pro gram plan; Review and provide comments on the test program plan; Provide input and recommendations on geotechnical baseline report (GBR); Review and provide comments on GBR. Board of Consultants: Provide input/recommendations on drawings, specifications and design analysis reports on a regular basis; Review drawings (35%, 65%, 95%, 100%) and provide comments; Review specifications (35%, 65%, 95%, 100%) and provide comments; R eview design reports (35%, 65%, 95%, 100%) and provide comments; Review and discuss comments from entire team on all contract documents and reports; Consolidate comments and recommendations from all Board of Consultants members and provide single set of co mments and recommendations that are representative of the Board's viewpoints; Attend and provide input/recommendations in regular team meetings that are held to discuss schedule, scope, design, and budget; Develop and distribute meeting minutes from meetin gs; Identify any construction related problems or errors in design; Perform design analysis and deformation modeling; Provide input and recommendations on the test program plan; Review and provide comments on the test program plan; Provide input and recomm endations on geotechnical baseline report (GBR); Review and provide comments on GBR. Foundation Modification Contractor: Provide input/recommendations on drawings, specifications and design analysis reports on a regular basis; Develop cost estimates (35%, 65%, 95%, 100%); Review drawings (35%, 65%, 95%, 100%) and provide comments; Review specifications (35%, 65%, 95%, 100%) and provide comments; Review design reports (35%, 65%, 95%, 100%) and provide comments; Revie w and discuss comments from entire team on all contract documents and reports; Attend and provide input/recommendations in regular team meetings that are held to discuss schedule, scope, design, and budget; Develop and distribute meeting minutes from meeti ngs; Lead risk management review and workshop; Identify any construction related problems or errors in design; Provide input and recommendations on the test program plan; Write the test program plan including comments and input; Review and provide comments on the test program plan; Address test program plan comments and update to incorporate comments; Provide input and recommendations on geotechnical baseline report (GBR); Write GBR including comments and input from team; Review and provide comments on GBR; Address GBR comments and update to incorporate comments Selection Criteria: Primary factors A, B, C, and D are listed in order of importance. Major subcategories (1), (2), etc all have an equal level of importance. Minor subcategories (a), (b), etc each have the same level of importance within the major subcategories. E will be a secondary factor and will only be used as a tiebreaker. A Board of six individuals with specialized experience in the following categories must be proposed and will be selected. Specify which proposed Board member is being proposed for each Board position (major subcategory). For each minor subcategory, list details with each item showing specialized experience including project names, year(s), cost, schedule, and location. Only list projects and experience relating to each minor subcategory along with the proposed Board member (for that particular position) that was involved with each project. List up to five projects per minor subcategory in section E of Form 330. Submit one section E for each minor subcategory. Additional details may be provided in section H. Note: A project of similar type, size and complexity is considered to be either: a large, foundation modification project using specialized soil stabilization techniques of jet grouting and/or deep soil mixing on a project over $2,000,000; or an earth-fill dam project following Federal dam safety regulations and approximately 400 feet long and 50 feet high. A. PAST PERFORMANCE Past performance on government and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. D. CAPACITY Capacity to initiate and complete assignments within the time parameters of the project. The evaluation will consider the commitment of an adequate number available work hours per quarter. List the minimum time commitment available per Board member per q uarter (every three months) assuming two weeks advanced notice on work to be initiated. Capacity shall be listed in Section H of Form 330. E. LOCAL KNOWLEDGE Knowledge of geologic conditions and geotechnical construction practices in the Manhattan, Kansas area. List similar projects within 200 miles of Tuttle Creek Dam. Conflict of Interest: The offeror and each proposed Board member may not have a financial and/or personal interest in any contractor(s) or subcontractor(s) that are or may become involved in bidding the Foundation Modification construction contract. As of the award date of thi s contract, any interest in the contractor or any subcontractor(s) who are or may become involved in the Foundation Modification project will be considered improper and will not be allowed. Conflict of interest as determined by the Contracting Officer Rep resentative may result in termination of this contract. Site Visits: There will be no formal escorted pre-proposal site visits. Offerors requesting consideration are required to submit a Standard Form 330, dated 6/2004. Interested offerors having the capabilities to perform this work must submit one SF 330 (6/2004) to attention of Carl Clayton at the address listed below no later than close of business (4:00 PM Kansas City time) identified in this solicitation. Include the offeror's ACASS number in the SF 330 Part II .2a. Each offeror/consultant listed within Part I of the SF 330 must submit Part II of the form with this package. In the SF 330, Part I, Section F, cite whether the experience is that of the prime (or joint venture), consultant, or an individual. Work cited that is experience of the prime (or joint venture) from an office other than that identified in Block 21 shall be so labeled. In SF 330, Part I, Section H, Block 30, describe the offeror's overall Quality Control Plan. A project specific Quality Co ntrol Plan must be prepared by the offeror and approved by the Government as a condition of contract award, but is not required with the initial solicitation submission. In the same Block, indicate the estimated percentage involvement of each offeror on t he proposed team.
