Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is Request for Quotation No. 05SQ340082 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No. 2001-26. This is a Small Business Set Aside, the NAICS Code is 532411 and the small business size standard is $6.0 Million. The Bureau of Reclamation, Yuma Area Office, Yuma Desalting Plant, has a requirement for a charter boat to accommodate about 25 people for three different River Review Trips in May 2005. The first trip is scheduled for May 2 -4, second trip for May 9-11, and third trip for May 16-18. The boat will travel for 3 day trips beginning at Squaw Lake and ending at Davis Camp. The contractor shall provide all material, labor, equipment, transportation and any incidentals necessary to provide a charter boat. The deadline for receipt of quotes is February 28, 2005, 4:00 p.m. local time. Contractors wishing to respond to this RFQ should provide the office with the following: A price quote on company letterhead for the requested items showing unit price and total. Bidders must furnish company name, official point of contact name, address, phone and fax number, and email address. Provisions at 52.212-1 (Instructions to Offerors--Commercial Items); Provision 52.212-2, Evaluation - Commercial Items; 52.212-3 (Offeror Representations and Certifications--Commercial Items; Clauses at 52.212-4 (Contract Terms and Conditions--Commercial Items); and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items) which includes clauses 52.219-6, 52. 222-19, 52.222-21, 52.222-26, 552.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34, 52.222-41 and 52.222-42-apply to this RFQ. A wage determination has been requested from the Department of Labor. Offerors interested in receiving a copy, should submit their request in writing. These clauses are incorporated by reference and a full text of any clause may be accessed electronically at the following address: http://www.arnet.gov/far. Offerors shall submit literature or description of the boat and ability to perform the river trip from Squaw Lake to Davis Camp for evaluation purposes. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the Request for Quotation will be most advantageous to the Government, price and other factors considered. The Government will evaluate the quotations based on price and demonstrated ability to meet delivery schedule and requirement, each being equal in importance. The required delivery date is May 2, 2005 for the first trip. A completed copy of FAR 52.212-3 (Offeror Representations and Certifications--Commercial Items) must be included with the quotation. Quoters shall provide with their quotation, a minimum of three references to document ability to meet delivery schedules on projects of similar scope. Include name of company, contact name and phone #, description and dollar value of project. The due date and time for receipt of quotations is February 28, 2005 by 4:00 p.m. Quotes may be e-mailed to vtoledo@lc.usbr.gov or faxed to 928-343-8568. ******
