Description
FISC Norfolk Detachment Philadelphia intends to acquire comprehensive newborn screening services in support of the National Naval Medical Center (NNMC) Bethesda, MD on a sole source basis with Pediatrix Screening, 90 Emerson Lane, Bridgeville, PA 05017. The required screening services encompass testing for the following disorders: Fatty Acid Oxidation Disorders, Organic Acid Disorders, Biotinidase Deficiency, Congenital Adrenal Hyperplasia, Congenital Hypothyroidism, Sickle Cell and other Hemoglobinopathies, Amino Acid disorders, Carbamoylphosphate Synthetase Deficiency, Hypermethioninemia, HHH2, Hyperornithinemia with Gyral Atrophy, Maple Syrup Urine Disease, 5-Oxoprolinuria, Transient Neonatal Tyrosinemia, and Malonic Aciduria, as well as Cystic Fibrosis and Glucose-6-Phosphate Dehydrogenase Deficiency. Pediatrix Screening is the only source licensed by the State of Maryland to perform both initial and confirmatory screening for the above-mentioned disorders. A total of 2,400 screenings will be conducted each year with laboratory results required to be submitted to NNMC Bethesda within 3 days of specimen receipt. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. Award of a Firm Fixed Price contract is anticipated. The resultant contract will contain a base period encompassing 01 April 2005 through 30 September 2005, plus four (4), one-year option provisions to extend the term of the contract through 30 September 2009. The applicable North American Industry Classification System (NAICS) Code and size standard for this acquisition is 621511 and $11.5M. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a Sole Source acquisition under the authority of the test program for certain commercial items. This notice of intent is not a request for competitive proposals.
