- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is set-aside 100% for small business. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-24. The Marine Corps Warfighting Laboratory is soliciting for: 0001 -Long Lasting, Memory-Free Li-Lon Battery pack for RT, XRT, and HH3 power systems (ten (10) pack). The extra batteries shall be used to support the ruggedized computer system; 0002 - Two-bay sequential battery charger for Li-lon battery pack, 24v output (charging time 2.5 hours per bay. Must include univeral auto switching (110-240v) power supply (five (5) each); 0003 - Angled Port Replicator with USB Port (five (5) each); 0004 ? Ruggedized Computer System with an adjustable brightness night vision mode with push button brightness controls and the ability to boot in the night vision device mode (five (5) each). The computer shall be compatible with the Laser Range Finder and tactical radios; 0005 - Communication Modem that utilizes the standard Department of Defense IP encryption. The modem shall be equiped with an universal paddle card, sealed door, and two connector (five (5) each); 0006 - Computer accessory which provides the functionality to provide wireless connectivity from the computer to the laser range finder (five (5) each). The computer accessory shall be for a short range of wireless communication with the maximum distance of thirty (30) meters. The accessory is for a transmitter/receiver at both the computer and the laser range finder. The NAICS and the small business standard for this procurement is 334111 respectively. All contractors must be registered in the Central Contracting Registration database and Wide Area WorkFlow-Receipt and Acceptance database to be eligible for a Department of Defense contract award. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Evaluation and award will be made to the responsible offeror submitting the best value to the government. FOB Destination: Marine Corps Warfighting Laboratory, Attn: Jeanne Pierson/Major Giscard, 3087 Roan Street, Quantico, VA 22134. Inspection and Acceptance at Destination. The required delivery date is no later than 3 March 2005. Inspection and acceptance will be at destination. The following provisions apply to this solicitation, 52.212-1 Instructions to Offerors. The quoter shall provide the information required in FAR 52.212-3 Offeror Representations and Certifications--Commercial Items. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act--Supplies", the quoter shall state and list the country of origin, DFAR 252.212-7000--Offeror Representations and Certifications-Commercial Items (NOV 1995), and DFAR 252.225-7035--Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program Certificate (MAR 1998)-Alternate I (MAR 1998). The following provisions apply to this solicitation, 52.212-1 Instructions to Offerors. Offerors are advised to include a completed copy of the provision at 52.212-3 Offerors Representation and Certification-Commercial Items, and 252.225-7035 Buy American Act--Free Trade Agreements--Balance of Payments Program Certificate with their quote. Following are additional FAR and DFAR Clauses applicable to this acquisition: 52.204-7 Central Contractor Registration, Clause 52.204-6 Data Universal Number (DUNs) Number, Clause 52.212-4 Contract Terms and Conditions-Commercial items.
