- This information is for solicitation SP0100-05-R-0025. The item is Shirt, Woman?s, Short Sleeve, Poly/Cotton, AG-415, Tuck-In. The applicable NSN for this procurement is 8410-01-414-6979(s). The Commercial Item Description is A-A-55283 dated 31 August 1995. The Pattern is dated 21 July 1999. Standard sample of cloth, broadcloth, polyester and cotton, durable press, MIL-C-43992, Class 5, Green Shade 415, is available and applicable for shade, colorfastness and appearance ? Roll No. 3540 applies. The purchase quantity is for a Minimum of 33,550 each and a Maximum of 116,000 each. It is the Government?s intent to spread the quantity over three (3) deliveries for the first delivery order. The first delivery is due 120 days after the date of the award. This purchase requires Bill and Hold. The destination is the Contractor?s plant. The solicitation will be issued as a Total Small Business Set Aside that will result in a firm fixed price contract. This is a Best Value Acquisition with Source Selection Procedures. The following factors will be utilized in descending order of importance: (1) Product Demonstration Model (PDM); (2) Past Performance/Experience; and (3) Bill and Hold. All materials used in the fabrication of the end item are to be furnished by the contractor. The Government intends to use FAR Part 12 (Acquisition of Commercial Items). Availability of solicitations, FAR 5.102 (d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Important Note on Foreign Content, the Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) imposes restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS Clause 252.225-7012) and ?specialty metals? (as defined in DFARS Clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
