Description
Combined synopsis/solicitation for Boiler Maintenance at VA Los Angeles Healthcare System & VA Loma Linda Healthcare Systems This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number RFQ600-048-05RW is being issued and incorporates provisions and clauses through Federal Acquisition Circular 2001-27. The Network 22 Logistics Office at the VA Long Beach Healthcare System, 5901 East Seventh St., Long Beach, CA 90822 is soliciting requirements for a range of Boiler Maintenance services. Services are required at VA Los Angeles Healthcare System located at 11301 Wilshire Boulevard, Los Angeles, CA 90073 and VA Loma Linda Healthcare System located at 11201 Benton St., Loma Linda, CA 92357. VA Los Angeles requires (4) preventive maintenance (pm) service visits per year: two (2) Type II pm_s to include re-tuning of three boilers; two (2) Type I pm_s not to include re-tuning of three boilers. In addition, analyzer check and calibration, minor tuning adjustments of the air/fuel ratio, on-going on-site training of VA personnel and emergency service visits are required. The VA Loma Linda Healthcare System requires two (2) preventive maintenance calibration visits and two (2) preventive maintenance tune-up visits per year on their Boilers/Burners and emission equipment. Please specify pricing per unit of Type I and Type II pm for Los Angeles and pricing per unit of pm calibration and pm tune-up visit at Loma Linda. Performance verification will be required after every pm at both facilities. The Los Angeles Boiler Plant consists of: (3) TCC-5000 combustion controllers, (3) feedwater/fgr controllers, (3) nox analyzer, (1) plant master controllers, (3) 02 analyzers, (3) co-opacity controllers, (3) Horiba nox analyzers and calibration equipment, (3) burner management systems, (1) mini dcs computer system and all related transmitters and sensors. The VA Loma Linda Boiler Plant requires tuning and adjusting three (3) Eden natural micro nox gas and fuel oil burners and meeting the requirements as called out in SCAMQD rule 1146 during scheduled tuneups in June & December of each year. The contractor must also schedule a source test by a SCAQMD recognized testing laboratory. Applicable Wage Determination No. 1994-2047 Rev No.: 25 for Los Angeles County and Wage Determination No. 1994-2053 Rev No.: 2053 for Riverside County apply. EVALUATION FACTORS FOR AWARD: FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) Quotations will be evaluated on the following basis: Factor I- Contractor Personnel Qualifications/Experience; Factor II- Technical Capabilities for testing and software upgrades; Factor III Experience: Provide a Minimum of (3) facilities for which exact services have been furnished: includes beginning/ending dates, name and address of facility with telephone and contact person. Factor IV- Spare Parts: Provide a complete list of (3) Parts Suppliers with agreements already in place. Factor V- Price. Contractor Personnel Qualifications/Experience, Technical and Past Performance, when combined, are given more weight than price. Note: The South Coast Air Quality Management District provides a Facility Permit to Operate Boiler Equipment. The anticipated base year period begins April 1, 2005 through March 31, 2006 with four (4) additional one-year options. This is a Firm Fixed Price contract and this solicitation is a 100% Total Small Business Set-Aside and only quotations from small business concerns will be considered. The NAICS code is 811310 and the small business size standard is $6.0 Million. All offerors shall be clearly marked and include the RFQ number, requesters name, address, telephone and fax numbers. All responsive, responsible sources who submit a proposal will be considered by the Government.
