Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes or offers are being requested and a written solicitation will not be issued. W912CZ-05-T-0026 is being issued as a Request for Quote, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-24. Th is acquisition is reserved for small business concern. The associated NAICS code for this acquisition is 541690 small business standard size is $6M. Line Item 0001: Period of Performance  No later than 5 days after award through 30 Sep 2005. STATEMENT O F WORK Contractor shall provide all transportation and other necessary materials to conduct relative accuracy test audits for six carbon monoxide and oxygen continuous emmission monitoring systems (CO/O2 CEMS) at the Fort Wainwright Central Heat and Power Plant. Schedule audits are to be conducted in two phases, three CO/)2 CEMS per trip. First set of audits must be complete no later than 23 Mar 2005. The second set of audits must be complete no later than 17 Jun 2005. The audits are annual permit requ irements (condition 29, permit #236TVP01) and must be conducted consistent with the requirements of 40CFR Part 60 Appendix F. Deliverables: Formal test protocol representative for all boilers; due 21 days prior to test date; total quantity are 2 hardcopi es and electronic file Draft test report; due 21 days after test date; total quantity are6 hardcopies (1 per each RATA) and electronic file Final test report; due 45 days after test date; total quantity are12 hardcopies (2 per each RATA and electronic file . The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price, past performance and technical capabilities. Past performance and Technical when combined is equal to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contr act without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received be fore award. Offerors shall include a completed copy of FAR 52.212-3, Offerors Representations and Certifications-- Commercial Items, with their quotes. Offeror shall include a completed copy of DFARS 252.225-7000, Buy American Act Balance of Payments Progr am Certificate, if applicable. A copy of the Offerors Representations and Certifications and Buy American Act Balance of Payments Program Certificate may be obtained from http://farsite.hill.af.mil.
