- Description 1. CONTRACT INFORMATION: Architect-Engineer services are required for one (1) Firm Fixed Price contract for site investigation, planning, survey and geotechnical report, site development, concept, preliminary and final design, construction cost estimating, construction phasing, and other engineering services and construction phase services for the subject project. Construction phase services may include preparation of operation and maintenance manuals, shop drawing and construction submittal reviews, site v isits, and technical assistance. Services may include system commissioning startup services and assistance. This announcement is open to all businesses regardless of size. Selection of the short-listed firms for further evaluation is anticipated in March 2 005. Final AE selection and award of contract is anticipated in June 2005. If a large business is selected, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, 95-907, and 99-661. A minimum of 45% of any subcontracting dollars shall be placed with small business (SB) concerns. At least 20% of total planned subcontracting dollars shall be placed with Small Disadvantaged Businesses (SDB) to include Historically Black College and University or Mino rity Institutions, 10% with Women-Owned Small Businesses (WOSB), 3% to HUB Zone small business firms (HubSB), 3% with Veteran-Owned Small Businesses (VOSB), and 3% with Small Disabled Veteran-Owned Small Business (SDVOSB). Baltimore District encourages all small businesses to participate as prime and should consider teaming with other small businesses. The North American Industry Classification Code (NAICS) is 541330 which has a size standard of $4,000,000 in average annual receipts over the past 3 fisc al year. It is imperative that all small disadvantaged businesses contact their Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, neither a prime contractor nor a federal agency ca n receive credit when utilizing non-certified SDB contractors/subcontractors. Award of contract to the subsequently selected firm is anticipated in June 2005. The subcontracting plan is not required with this submittal. 2. PROJECT INFORMATION: This project will be for the design of a new approximate 40,000 square foot facility at Fort Meade, Maryland. The project will include automated waste transport system, paper pulping and bailing operations, metals recovery pro cesses, circuit board and computer disk destruction (physical and/or thermal). In addition, the project will include materials receiving areas, special secured/protected areas, sensitive compartmented information facility areas, operations personnel work a reas, administrative offices, hazardous material storage, toilet, locker and break room areas. Supporting facilities include utilities; electric and gas service, upgrading of access roads, walks, storm water management and drainage, parking, fencing, gates and site improvements. Other features are intrusion detection systems, fire protection and alarm systems, and connection to the post energy monitoring and control system and antiterrorism and force protection (AT/FP). The project will be registered and certified by the U.S. Green Building Council Leadership in Energy and Environmental Design (LEED). The construction cost estimates will be prepared using the US Army Corps of Engineers' Computer Aided Cost Estimating System (M-CACES) (software provided b y Government). Access for the handicapped will be provided. Specifications will be produced in SPECSINTACT using Unified Facilities Guide Specifications (UFGS). Design review comments and their responses will not be performed on US Army Corps of Engineers Review Management System ProjNet/Dr-Checks. The estimated construction cost of this project is between 20 and 25 million dollars. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through f are primary. Criteria g is secondary and will only be used as a tiebreaker between technically equ al firms. a. The firm shall possess a Department of Defense (DOD) Top Secret level facility clearance under the Industrial Security Program. b. Specialized experience and technical competence, as evidenced by resumes, of the firm and/or consultants, in: (1) Experience in the design of industrial treatment (e.g., incineration, paper pulping, metals recovery and shredding) processing facilities, (2) Experience in the design of innovative and complex facilities with a requirement for highly reliable, redunda nt utility systems of a similar size facilities. (3) Experience in the design of sensitive compartmented information facilities. (4) Experience in the design of facilities utilizing the Department of Defense anti-terrorism/force protection (AT/FP) design c riteria and construction standards. (5) Experience with life safety and fire protection design of industrial treatment facilities. (6) Experience in sustainable design employing LEED evaluation and certification methods. (7) Knowledge of the locality of th e project including geologic features, environmental conditions, climatic conditions, local construction methods, and obtaining permits. c. Key disciplines shall have two resumes, with at least one licensed/registered and include: architecture, landscape architecture, mechanical, electrical, fire protection, structural, civil, geotechnical, environmental, communications engineering, cost estimating, and land surveyor. Key disciplines shall list separate personnel per discipline, no dual-hatting . The reg istered fire protection engineer shall, have a minimum of 5 years experience dedicated to fire protection engineering, and one of the following: (1) have a degree in Fire Protection Engineering from an accredited university, (2) have passed the National Co uncil of Examiners for Engineering and Surveys (NCEES) fire protection examination, or (3) be registered in an engineering discipline related t o fire protection engineering. The evaluation of these disciplines will consider education, training, overall an d relevant experience and longevity with the firm. Other disciplines that shall be presented are: security, information technology and other required specialty support disciplines. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the required schedule. d. Work management: A proposed management plan shall be presented that includes an organization chart and briefly addresses management approach, team organization, quality contr ol procedures, cost control, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any of their significant consultants on similar projects. The SF 330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. e. Past performance on DOD and other contracts with respect to quality of work, cost control, and compliance with performance schedules. f. Capacity to complete the concept design (35 percent) by Septem ber 2005 and the final design by April 2006. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. g. Extent of participation of s mall businesses including woman owned small business, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. The Selecti on Board will conduct interviews with firms considered to be highly qualified. Further direction concerning this effort will be given at that time. The final se lection of the firm will be made after their presentations. 4. SUBMISSION REQUIREMENTS: Interested firms must submit Parts I and II of the SF 330 for the prime firm and joint ventures and Part II of the SF 330 must be submitted for each consultant to the a bove address, not later than the close of business on the 30 th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business the next business day. Include the firm's ACASS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the ACASS number for each consultant, if available. If your firm does not have an ACASS number, it can be obtained from the Portland District, Corps of Engineers ACASS database by calling (530) 808-4591. On the SF 330, Part 1, Block F, provide title and award dates for all projects listed in this section. These forms shall be submitted to the above address not later than 4:00PM on 24 March 2005. Only one copy of a submission (S F 330) is required at this time. The SF 330 shall have a page limit of 100 pages. A page is one side of a sheet. Font size shall not be less than 10 font and margins shall not be less than one inch. The Baltimore District does not retain SF 254s or SF 330 Part II's on file. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different CCR records for the same vendor at the same physical location.
