Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Radiation Protection Division (RPD) intends to award follow-on work using FAR Part 13, Simplified Acquisition Procedures, to Ray Turner of River Metal Recycling, Inc.of Newport, KY. Under Purchase Order 3W-2356-NTLX, Mr. Turner provided technical support for EPA's Scrap Metal Projects at the ports of Darrow, LA and Charleston, SC. The purpose of this additional work is to incorporate a best practice/ISO-9000 standard at all U.S. ports involved in the importing and exporting of scrap metal. The contractor will assess all technical and economic implications of implementing an ISO/9000 best practice standard for monitoring imported scrap shipments for radioactive contamination, as well as industry capabilities and requirements to assess the implementation of a ISO/9000 best practice type of standard. In addition, the contractor will provide support in developing an international monitoring protocol for imported scrap metal. The United Nations Economic Commission for Europe will base this protocol in part on the information gathered from the ports of Darrow and Charleston. It has been determined that because of the ability of Mr. Turner to use the current project's background and scrap metal data, and his expertise internationally with radioactive sources found in scrap metal trade, he is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
