- United States Government Expressions of Interest for Laboratory and Related Space In Montgomery County, Maryland Requirements: The General Services Administration (GSA) has an expiring lease on a laboratory facility and is competing a succeeding lease for this requirement. The facility must consist of a maximum of 35,000 BOMA rentable square feet to yield a range of 25,000 to 30,000 ANSI/BOMA office area feet (usf). The space must meet the following requirements: Administrative offices and administrative support spaces (conference room, copying room, and break room) are required. The facility must have support laboratory and laboratory support for; synthetic chemistry labs to include 4 and 6 foot chemical fume hoods; Biosafety Level-2 research including tissue culture space with Biological Safety Cabinets (Class II type A); and specialized, vibration sensitive equipment, such as a 500 MHz NMR. Also included in his research facility should be building research support space including : hazardous waste marshaling, autoclave room, ice/liquid nitrogen room/freezer room, storage, and darkroom. A 3,000 USF vivarium must be AAALAC accredited, SFP facility with rodent holding/procedure rooms capable of housing at least 950 cages for transgenic mice and rats. A loading dock for the deliver of animals and equipment is required. This facility must meet the National Institutes of Health?s Design Policy and Guideline for BSL-2 laboratories and rodent vivarium. The Government will relocate from existing space currently under lease, if economics involved and other factors prove to be favorable. The cost of moving, alterations, impact on agency mission and other variables to be determined by the Government, will be considered in the relocation decision. The building must be handicapped accessible and must comply with GSA Fire Protection Occupational Health and Environment Safety Standards. The facility must have the potential for an efficient space design layout and meet the Agency?s security and program requirements. Occupancy: Space must be ready March 2006. Delineated Area: Starting at Montgomery Village Ave and Rt 355, Frederick Road, north to Game Preserve Road to Clopper Road to Longdraft Road west to Great Seneca Highway, southwest to Darnestown Road to West Montgomery Road to I-270 south to the Capitol Beltway, I-495 east to Connecticut Avenue, north to Viers Mill Road to First Street to East Gude Drive, north to Crabbs Branch Way, north to Shady Grove Road east to Mid-County Highway north Montgomery Village Ave to the point of origin, Rt.355, Frederick Road. In addition to the identified delineated areas, labs in the Hub zone district of Rockville will also be considered. Lease Term: Five (5) years firm with five (5) one (1) year renewal options. Responses Should Include the Following and be Submitted no Later than February 28, 2005. 1. Building name and address 2. Age of building 3. Asking rental rate per BOMA rentable square foot (based on GSA Warm Lit Shell) 7. Date Building will be ready for occupancy (no later than August 1, 2005). 8. Floor Plan(s) showing location of offered space in relation to other space in the building. 9. Owner?s name and address and written statement from owner that offeror has legal authority to provide information on the property. 10. Parking Availability 11. Building setback information The Government?s decision regarding whether or not to relocate will be based, in part, on information received in response to the advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government?s requirements.
