Description
The U.S. Coast Guard intends to procure professional services of a skilled strategic planning facilitator with a strong manpower and resource management background. This notice is a solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on a Small Business Set-Aside Basis. SCOPE: Statement of Work ? US Coast Guard International Affairs requires the assistance of a skilled strategic planning facilitator with a strong manpower and resource management background to provide the following services: Scope of Work Assist the Office of International Affairs with efforts to improve the effectiveness and efficiency of the organization through optimization of management structures, organizational structures, and work management systems. Development of a Work Breakdown Structure for the organization. Complete a Workforce Study Development of a Resource Proposal Define or propose an Organizational Structure Work would be done in group sessions, meeting with each organizational component, to identify roles and responsibilities and perform a work load assessment for each position. Once roles and responsibilities for each component are identified, and work load assessed a notional organizational structure should be developed in conjunction with component managers. Organizational structure must be tied to mission and appropriate funding source as G-CI is a reimbursable organization with many diverse funding streams. Areas of economy of scale, realignment of duties or duplication of effort should be identified to ensure an efficient and agile workforce. Narrative requirement for proposed additional positions should be clearly articulated with a template resource proposal. The work will be accomplished during the period of 14-25 March 2005 as a period of time that most members of the organization will be available to participate. HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal via fax or e-mail, by March 4, 2005 @ 11:00am EST, to Sonja Aiken, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to saiken@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors/Approach, (2) Past Performance, and (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Price will be a factor but technical factors/approach are far more important. Proposals shall include: cost breakdown of Labor Categor(ies), Labor Hours, Labor Rates, Travel, Material, Other Direct Costs, Indirect Costs, Profit, General and Administrative Expenses, and the Total Price (if applicable). The following Federal Acquisition Regulation clauses are incorporated by reference: FAR Clause 52.212-1 and FAR Clause 52.212-4. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jan 04) and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (Mar 04) are attached.
