Description
This is a sources sought notice for the following services: BACKGROUND The SUBCONTRACTOR shall provide all management, personnel, labor, supplies, materials, and transportation for excess government property disposal throughout the Bechtel Nevada (BN) complex to include North Las Vegas (NLV) and Cheyenne Facilities, Remote Sensing Laboratory (RSL) ? Nellis Air Force Base, and the Nevada Test Site (NTS). Several types of equipment will be disposed of to include but not limited to: Automated Data Processing Equipment (ADPE) and consumer electronics, industrial shop and machining equipment, office furniture and equipment, air conditioners, electrical panels, switches and transformers, appliances, vehicles, heavy equipment, buildings, and drilling equipment. Over the past five years BN has processed an average of 11000 items through the disposal system and maintains a 14000 sq. ft. warehouse operation and a 80000 sq. ft. lay down yard. PURPOSE/OBJECTIVE The SUBCONTRACTOR shall dispose of excess government property and scrap metal which must be removed on a continuous basis through out the term of this contract. REQUIREMENTS SUBCONTRACTOR SHALL: Provide a trained labor force (no day labor) of sufficient size, including supervision, to complete each phase of excess government property disposal, to include pick up, receiving, secure storage, accountability, internal redistribution, external agency screening, coordination of transfers and donations, sale of surplus, documented audit trail of final disposition and meet access/badging requirements. Provide the proper warehouse and lay down yard to store excessed property offsite to ensure protection from damage, destruction or theft. Furnish the required equipment trucks, forklifts, and material handling equipment to pick up and transport excess property from the BN facilities listed in 1.0 above and ensure equipment utilized is in safe operating condition. Ensue proper handling, documentation, and compliance with Department of Transportation requirements during transport. Develop a computerized system that will enable the subcontractor to establish a property management system to track utilization, disposition and generate reports of Government property and provide access to Federal databases. Pick up, receive and transport excess property to the subcontractors off site facility. Scheduling the pick up of excess property will be coordinated by the subcontractor and the BN Subcontract Technical Representative (STR). Excess property requiring pick up should be scheduled for pick up within 15 calendar days. Turn in documentation will consist of a BN Ship and an item inventory. Any discrepancies of the items picked up and the turn in documentation must be reported to the BN STR within 5 working days of pick up. Remove or render illegible all Government markings to include tags, stencil, stamping, etching, etc. Dispose of excess Government personal property in accordance with Federal Management Regulations 41 CFR chapter 101, 41 CFR chapter 109 and Federal Property Management Regulations Amendment H-205, H-211 and B-3. Items that have been deemed to have no market value will be disposed of in accordance with Government Regulations and comply with any environmental requirements that covers the disposal of a particular type of equipment. OTHER CONSIDERATION The SUBCONTRACTOR will receive two types of excess Government property from the CONTTACTOR. It will be the responsibility of the SUBCONTRACTOR to keep these shipments segregated and secured and not allow the excess property that needs to be destroyed released to the public. The two types of property are: (1) Excess property that is approved for release to the public and is required to be run through the disposal process. (2) Excess property that is not approved for release to the public and is required to be destroyed. This property will be identified at the time of pick up and must be secured and accounted for at all times. It must be destroyed by shredding and witnessed by BN and/or NNSA personnel. This process has to be done locally and at a minimum semi annually. Interested parties shall submit the following with their response: 1. Demonstrate related company experience 2. Demonstrate related experience of key personnel 3. Company safety program Proposals are not being requested at this time. Please note the anticipated request for proposal release date is April 4, 2005.
