- The Department of Interior, Bureau of Reclamation, Mid-Pacific Region, Sacramento, California has a requirement for eCognition software, a commercial, a PC-based object-oriented remote-sensing software, 1 year of annual support and updates of our current eCognition license and an eCognition Hardlock upgrade. Reclamation performs a variety of satellite image processing (remote sensing) in support of numerous projects and applications to include the Lower Colorado River Accounting System, cooperative agricultural database projects in the State of California and Arizona, the Land-Atmosphere-Water-Simulator Project and the Central Valley Habitat Monitoring Program. The purpose of this notice is to announce the intent to issue a purchase order on a firm, fixed-price, sole-source basis to PCI Geomatics, 480 B Tennyson Pl., Victoria, BC, Canada V8Z 6S8 in accordance with FAR 13.106-1(b) - Soliciting competition and FAR Part 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items and under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Our market research indicates that PCI Geomatics is the sole distributor of eCognition software in North America. A determination by the Contracting Officer not to compete this action based on this notice is solely within the discretion of the Government. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. It has been determined that in addition to PCI Geomatics being the sole distributor in North America, award to any other source would result in substantial duplication of costs to convert to another vendor's system to include software and hardware engineering efforts to integrate with other test equipment, additional development and documentation costs, unacceptable delays and other unnecessary additional costs in fulfilling the agency's requirement that is not expected to be recovered through competition. Continued use of this software is essential and critical to the Agency's mission. This total value of this requirement is estimated at less than $25,000.00. The North American Industry Classification System (NAICS) code for this requirement is 511210, and the size standard is $21,000.000.00. This notice will be the only official notice prior to award of the purchase order. Anticipated award date is March 1, 2005. This is NOT a request for competitive quotes. The intent of this synopsis is for informational purposes only, however, any firm that believes that it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting documentation must be furnished, in sufficient detail to demonstrate the ability to provide the above items. All information received by the close of business (5:30 p.m. PST), February 28, 2005 will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement.
