Description

This is a Notice of Intent, only. This is not a Request for Proposal. This noncompetitive action will be processed in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy Agency requirements. The proposed contract action is for follow-on technical support for and during all phases of system development using the proprietary software FOCUS, WebFOCUS, WebFOCUS ReportCaster, EDA, iWay enterprise integration middle-wares, and other Information Builders proprietary software products for which the Financial Management Service (FMS) intends to solicit, negotiate, and award a sole source contract to Information Builders, Inc., Arlington, VA. FMS has several application systems that require the utilization of Information Builders proprietary suite of software and upgrade products. The Contractor shall provide its proprietary software along with the appropriate personnel with expertise in FOCUS, WebFOCUS, WebFOCUS ReportCaster, EDA, or other Information Builders proprietary software to develop strategies for transitioning from current FMS systems developed in older software to new FMS systems using today?s technologies and software for a period of 1 base year of 12 months, and 4 option years. The total period of performance of the award will be 5 years including options. FMS shall, in accordance with the FAR, issue this requirement as a firm-fixed-price contract or fixed-price contracts with economic price adjustment contract utilizing FAR Part 12, Acquisition of Commercial Items, through FAC 2001-27 dated December 28, 2004. The final determination of the contract type will be pursuant to the terms negotiated. This announcement constitutes the RFP and is the only solicitation that will be issued. The determination to compete or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Contracting Officer. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
