Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Murawski Engineering of Ann Arbor, Michigan to provide fuel control calibrations for two, single-cylinder, 400-500 cc displacement, vertical shaft Class 2 engines used for sub-$2000, residential lawn tractor applications, equipped with low-cost fuel injection system using Delphi series 301 controller using Delphi PIXCAL calibration software. The engines and fuel injection system were chosen based upon its success within the EPA's Class II Phase 3 development program. The calibration effort is required as part of the testing of the durability of the system as this will may have an impact on the useful life requirements which are part of the Phase 3 rule. Any vendor providing support would need to possess an active copy of, and license to use, Delphi PIXCAL Calibration software, along with the necessary hardware to communicate with, and reflash the ROM of, the Delphi series 301 controllers that the EPA lawn tractors are using for engine control. Murawski Engineering is the only company available at this time known to be licensed to use the DELPHI PIXCAL software for reprogramming and/or reflashing the ROM of the 301-series controller. The calibration support is required from March 2005 through August 2005. It is anticipated that approximately 350 hours of calibration support will be required and potentially two trips to a testing site in San Antonio TX. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by March 10, 2005 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should submit a written response to Matthew J.
