- The United States Agency for International Development (USAID) is seeking proposals to procure technical assistance necessary to address Afghanistan?s Transport Sector, which can include the rehabilitation of existing road network systems and civil aviation systems that have deteriorated in Afghanistan because of the repeated conflicts that have occurred during the past thirty years. It can also include the development of a new transport network such as railways and, as well, the strengthening of the public institutions involved in the management of the Transport Sector of the country. Attention would be given to internationally acceptable environmental protection practices associated with the country?s Transport Sector. The purpose of this contract is to acquire short and long-term advisory services and technical and engineering assistance sufficient to address these needs including the rehabilitation or reconstruction of specified segments, installations, and sections of existing Transport Sector infrastructure that USAID may specify and describe. The services may apply to a broad range of activities from improving and strengthening the institutions having responsibilities in the Transport Sector through monitoring and supervising physical field activities up to certifying the acceptance of the completed work. All work to be undertaken under the contract will be authorized in the form of Task Orders. The estimated cost of the contract over the 5 year period is between $0.9 billion and $1.167 billion.
