- PROVIDE BASE HEAT PLANT SERVICES: Provide all supervision, personnel, equipment, tools, transportation, materials/supplies, and other items and services necessary to safely operate, maintain, and repair the government-owned central steam heat plant and distribution system at Whiteman Air Force Base, Missouri. The contract performance period is for a basic one-year period with six option years. The type of contract will be Firm-Fixed Price (FFP). This request for proposal will be solicited as a 100% set-aside for small business. The applicable North American Industry Classification System (NAICS) code is 561210 with a small business size standard of $30,000,000. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The solicitation will be issued electronically on the Federal Business Opportunities web page; paper copies will not be made available. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award and is located at http://www.ccr.gov. Note: On-line Representations and Certifications Application (ORCA) has been implemented and is effective as of 01 Jan 05.
