- The Director of Contracting (DOC), Fort Campbell, KY has a requirement for aircraft navigation and communication test sets. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304( c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is proprietary rights to Tel-Instruments Electronic Corporation and the duplicative cost to the Government to utilize another source to satisfy the Government requirement. The agency i ntends to enter into a firm-fixed price, supply type contract, F.O.B. Destination with Tel-Instrument Electronic Corporation. Requirement is for 18 each of the following item: T-47NH Test Set, P/N 90 000 62. Test sets are used for testing and analysis o f the following systems: transponders (Modes 1, 2, 3A, C, and S), Mode 4 (IFF), TACAN (Tactical Air Navigation), DME (Distance Measuring Equipment) with modes Ground to Air, Air to Air, Air to Air beacon, Interrogator (Modes 1, 2, 3A, C, and 4) and TCAS S cenarios (Traffic and Collision Avoidance Systems). Additional features include O-level operation, ashore and afloat, Pass/Fail based on stored parameters, displays data received and/or failed parameters, download test data to PC thru RS-232 interface, di agnostic self testing, provisions for plug-in KIV-6 encryption module, large easy to read LCD with large characters and sunlight readable, standard 2 Year Warranty. NAICS code for this procurement is 334511, SBA Size Standard 750 and it will be awarded o n an unrestricted basis. This sole source requirement will be procured IAW FAR 13.5 Commercial items Tests Procedures. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet th e requirements may give written notification to the Contracting Officer within 14 days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement list ed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 23. If no responses ar e received, the Government will proceed with the sole source negotiation with Tel-Instrument Electronics Corporation.
