- The Naval Surface Warfare Center, Panama City, Florida (NSWC PC), intends to award a firm fixed price solesource purchase order using simplified acquisition procedures to Wolfpac Technologies, Inc. of Orlando, FL for specialized support in the development, execution, and analysis of statistically sound electronic based customer and stakeholder surveys, in support of NSWC PC transformation initiatives and the NSWC PC Balanced Scorecard. Support will be for a base year with an option for a second year at a reduced level of effort. This purchase has been determined to be a valid requirement for a certified HUBZONE firm. This acquisition is unsuitable for full and open competition for the following reasons. Wolfpac Technologies, Inc., a certified small veteran owned HUBZONE business, will be tasked by the NSWC PC for support in conducting analyses regarding the manner in which the NSWC PC can acquire statistically valid customer and stakeholder feedback specificall! y related to the NSWC PC Balanced Scorecard and transformation efforts within the sphere of future littoral warfare and coastal operations initiatives. Wolfpac Technologies, Inc. is the only HUBZONE source available with the unique blend of capabilities and experience in State and Local Government processes, Department of the Navy vision and development processes, and knowledge of NAVSEA and NSWC PC to successfully complete the tasks required for accomplishment under this purchase order. Wolfpac Technologies possesses unique capabilities in the realms of information technology, information assurance, information management practices utilizing advanced technologies as well as an in-depth knowledge of developing and conducting statistically valid electronic web based surveys that are required to successfully accomplish this effort. The unique knowledge resident within Wolfpac Technologies, Inc. within these areas of expertise provides a knowledge base that would require an ex! tensive learning program (and thus additional and unnecessary cost and time to the Government) by any other vendor. Award will be based on the written quotation. The anticipated award date will be on or about Mar 31, 2005.Delivery will be to the Naval Surface Warfare Center - Panama City, 110 Vernon Avenue, Panama City, Florida, 32407-7001. Period of performance will be twelve (12 ) months from issuance of the order. NAICS Code 541618 applies. SBA Size Standard is $23M. FSC is 9999.
