Description

The NIST Acquisition Management Division intends to solicit and negotiate on a sole source basis under the authority of FAR 13.106-1(b) with T-VEC Technologies, Inc, 2214 Rock Hill Road, Herndon, VA 20170. The current requirement is for the development of FIPS 201 conformance testing methodology and associated proof of concept toolkit for the Government Smart Card Interoperability Specification (GSC-IS) Version 2.1 to fully meet the requirements of NIST Special Publication specification SP800-73.v1.0, Integrated Circuit Card for Personal Identify Verification by June 2005. Specific tasks consist of the following: (1) Service Module 1: Formal Modeling of Functions and Development of Conformance Tests for testing all functions in GSC-IS Version 2.1. (Functions in GSC-IS v2.1 form 90% of the functions in the Interoperability Specification SP 800-73. (2) Service Module 2: Formal Modeling of Functions and Development of Conformance Tests for testing all functions in specification SP 800-73 not found in GSC-IS Version 2.1 (10% of all functions in Interoperability Specification SP 800-73). (3) Service Module 3: Formal Modeling and Functions and Development of Conformance Tests for testing all functions in FIPS 201 document not found in SP 800-73. This is a follow-on requirement to the original effort which was successfully completed under the competitively awarded contract, SB1341-04-W-0718, to T-VEC Technologies for the development of a toolkit for conformance testing of the GSC-IS Version 2.1. The Government has determined that a new competitive solicitation would incur substantial duplication of cost and effort to the Government that cannot be expected to be recovered through competition and result in unacceptable delays in fulfilling the agency?s requirements. The NAICS code for this acquisition is 541511 and the size standard is 500. This notice of intent is not a request for competition. However, interested parties may identify their interest and capability to respond to the requirement, in writing. The Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation is not available.
