This preliminary draft PWS is to provide a comment period for industry, affected employees and representatives of affected employees consistent with the Circular and the Department???s commitment to engage industry throughout the pre-solicitation period. All feedback is to be coordinated through the Department???s Industry Interactive Procurement System (IIPS) website. The Department has established formal procedures for the conduct of the competitive sourcing process; established clear roles and responsibilities for government participants; and established conflicts of interest guidelines to ensure that the overall DOE mission requirements and strategic objectives are met. The DOE Competitive Sourcing Program Operating Guidelines ensure that all competitions are conducted in a fair, responsible, and equitable manner providing all participants with a level and objective playing field. The guidelines are available at the Department???s competitive sourcing website at: http://www.ma.mbe.doe.gov/a-76/. All feedback provided will be taken into consideration, however the agency reserves the right not to utilize the comments or any other information provided. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE and in no way obligates the Government to award any contract. DOE will not be responsible for any costs incurred by responding to this Notice. The technical exhibits referenced in this preliminary draft PWS will be provided at a later date. A second Draft PWS incorporating those documents and any other revisions will be issued before the final request for proposal.
