This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is reserved for small business concerns only. PROPOSAL REQUIREMENTS: The requirement is for the brand name AERO Combat Arms Earplug: Part Number 370-1000, or ballistic hearing protection equal to the AERO Combat Arms Earplug: Part Number 370-1000. Companies must indicate whether they are proposing the AERO brand earplug or another brand of earplug. Proposals for other than the AERO brand must include the brand name, make and/or model number and include information (e.g., descriptive literature) that addresses the ability of the alternative earplug to meet the following requirements: 1. Earplug must be two-ended. One end of the earplug will be yellow in color and provide non-linear protection. The other end of the earplug will be olive drab in color and provide linear hearing protection. 2. The non-linear yellow end of the earplug will protect against impulse noise weapons and allow clear hearing in the absence of impulse noise weapons when inserted in the ear. 3. The olive drab end of the earplug will protect against steady state noise when inserted in the ear. 4. The non-linear end of the earplug will provide protection up to 190 decibels when inserted in the ear. Note: Independent test data must be submitted that demonstrates that the non-linear yellow end of the earplug is protective up to 190 dBp. In addition, proposals must address the offeror?s ability to meet the required delivery date of 30 June 2005. A completed copy of 52.212-3 Offeror Representations and Certifications-Commercial Items (May 2004) shall be submitted with all proposals. BASIS OF AWARD: Award will be based on technically acceptable lowest price. Only small businesses are eligible for award.
