Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), FA7000-05-T-0094, in accordance with FAR Parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26. The North American Industrial Classification System (NAICS) number is 611710 and size standard 500. The proposed acquisition is full and open competition. The place of performance is the United States Air Force Academy in Colorado Springs, CO. LINE ITEM 0001: QTY-1, Unit Issue-Lot, Total Unit Price, Total. Review of USAFA?s religious/spiritual culture climate IAW PWS dated 23 Feb 05 PERFORMANCE WORK STATEMENT (PWS) 23 February 2005 ASSESSMENT OF USAFA SPIRITUAL CLIMATE UNITED STATES AIR FORCE ACADEMY (USAFA) 1. GENERAL: USAFA is conducting an in-depth assessment of the Academy?s spiritual climate that will result in recommendations to establish a culture climate that allows students to interact and appropriately explore a broad range of spiritual and formational matters-of-conscience in a military environment. 2. SCOPE: Review broad-based spiritual and formational matters-of-conscience material/programs from all USAFA organizations. These organizations will include: USAFA Cadet and 10th Air Base Wing Community Center Chapel programs, 34th Training Wing, to include the Center for Character Development (CWC), and Dean of Faculty (DF). The review will examine the details and conduct of broad-based spiritual and formational matters-of-conscience programs/curricula, providing feedback and recommendations on current procedures, policy, and guidelines. 3. GENERAL REQUIREMENTS: This PWS delineates the requirements to assist USAFA in reviewing broad-based spiritual and formational matters-of-conscience programs/curricula at USAFA. Further, it will give guidance on how the information gained from the review will be reported to USAFA leadership. The contractor must be a recognized expert in ethics, broad-based spirituality, formational matters-of-conscience, and character education/development. Material concerning USAFA?s broad-based spiritual and formational matters-of-conscience programs/curricula will be provided to the reviewing agency within 10 days after receipt of a request from the contractor. The contractor will furnish all labor, tools, and materials not provided by the Government in paragraphs 7 and 8 below, needed to research, evaluate, deliver, brief, explain, and report on the effectiveness of, and make recommendations for improvement to, current USAFA broad-based spiritual and formational matters-of-conscience programs/curricula. The contractor shall be familiar with military requirements as well as cross-military academy requirements (i.e. US Military Academy, US Naval Academy, and US Air Force Academy). The contactor is required to submit all deliverables within 130 days of contract award. 4. SPECIFIC REQUIREMENTS: At a minimum, the following broad-based spiritual and formational matters-of-conscience program/curricula material will be reviewed by the contractor: 4.1. Material from all USAFA programs/curricula (including the USAFA Cadet and 10th Air Base Wing Community Center Chapels, 34th TRW (to include the CWD), Dean of Faculty, and USAFA Preparatory School) dealing with broad-based spiritual and formational matters-of-conscience, to include: detailed descriptions of each course, or other spiritual and formational matters-of-conscience development intervention for each cadet year, including its timing in the cadet's four-year calendar; the number of teaching hours for each unit; a copy of the materials assigned; all assignments and discussion guides; a description of who teaches the program, as well as how teachers are selected and trained 4.2. USAFA evaluations and feedback on the effectiveness of all USAFA spiritual and formational matters-of-conscience programs/curricula 4.3. Copies of all spiritual and formational matters-of-conscience materials cadets receive throughout their cadet career 4.4. Copies of any reports and briefs that describe spiritual and formational matters-of-conscience programs/curricula at USAFA and any evidence or claims regarding effectiveness 4.5. Any advice, instructions, suggestions, recommendations, or spiritual and formational matters-of-conscience development information provided to faculty and staff 4.6. Operational inputs from faculty/staff, cadets, and alumni dealing with spiritual and formational matters-of-conscience programs/curricula 4.7. Cadet schedules for each year 5. DELIVERABLES: The contractor will deliver, upon completion of work, a presentation of findings and recommendations to USAFA leadership in the form of reports, recommendations, and briefings ? the briefings will be conducted at USAFA and presented to USAFA senior leadership, chaplains, staff, and faculty. The itemized deliverables for the contract include the following: 5.1. Provide a comprehensive assessment of the broad-based spiritual and formational matters-of-conscience issues impacting religious/spiritual culture climate of the United States Air Force Academy and how the Academy?s interdepartmental programs/curricula contribute to this environment 5.2. Make broad-based institution-wide recommendations to establish a culture climate that allows students to interact and appropriately explore a broad range of spiritual and formational matters-of-conscience in a military environment 5.3. Make specific proposals regarding programs and curricula addressing concepts of personal and corporate spirituality, spiritual diversity, religious and spiritual tolerance, and spiritual expression in an Air Force environment 5.4. Prepare a written report including metrics to gauge progress, findings, recommendations, and evaluations, of spiritual and formational matters-of-conscience programs/curricula. Include discussions on the connection of spiritual and formational matters-of-conscience programs/curricula with the Officer Development System; the timing, within a cadet?s academic career, of these programs/curricula; gap analysis; missing training/information; and redundancies, etc. -- examined across all fields of USAFA to include USAFA Cadet and 10th Air Base Wing Community Center Chapels, 34th TRW, and DF (to include CWC) 5.5. Prepare and deliver briefings to senior academy leadership, chaplains, and character development staff including findings, recommendations, evaluations, and possibly re-design of the spiritual and formational matters-of-conscience programs/curricula 5.6. Propose a training strategy customized for military academy spiritual and formational matters-of-conscience programs/curricula 5.7. Upon completion of review, provide full analysis of cadet spiritual and formational matters-of-conscience issues and cadet attitudes concerning personal and corporate spirituality, spiritual diversity, religious and spiritual tolerance, as well as spiritual expression in the military environment 5.8. Provide recommendations associated with the linkages of spiritual and formational matters-of-conscience to the larger organizational culture and recommended changes necessary for improvements 6. CONTRACTOR FURNISHED ITEMS: The contractor will provide all material necessary to review, research, and evaluate USAFA broad-based spirituality, formational matters-of-conscience, and character-based material as well as provide all material necessary to present the findings to USAFA staff (this will include written reports, PowerPoint briefings, and any necessary training instructions). 7. GOVERNMENT FURNISHED EQUIPMENT: Within ten days following award of contract, USAFA will provide the contractor spiritual and formational matters-of-conscience material used in and for: lesson plans, training instructions, schedules, program outlines, surveys, survey data, reports/briefings, spiritual and formational matters-of-conscience material cadets receive throughout their four years, course descriptions, staff training instructions, and staff selection procedures. 8. GOVERNMENT PERSONNEL WORKING THE PROJECT: The Government has established an internal team of subject matter experts who will provide technical assistance to the contractor in gathering information and evaluating the contractor?s recommendations. This assistance will not include travel to the contractor?s location, and the contractor will be required to coordinate visits to the Academy with this team during performance. 9. CONDITIONS OF WORK: The contractor will schedule work to be complete not later than 130 days after award of a purchase order. SOLICITATION PROVISIONS Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and addendum as follows: Contractor shall submit their quote on company letterhead, provide technical proposal, three past performance references for similar work within the last three years, solicitation number, offeror?s name, address and telephone number, unit pricing, and an over all total price, cage code, DUNS number, size of business, TAX IDENTIFICATION NUMBER (TIN), and any acknowledgement of solicitation amendments. A. The provisions at FAR Part 52.212-2, Evaluation--Commercial Items, apply to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsive, responsible Offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical - The technical qualification will be determined on an ALL (pass) or NONE (fail) basis. Contractor must address the following criteria: (a) National reputation working religious/spiritual culture climate issues (b) National expertise in ethics, broad-based spirituality, formational matters-of-conscience, and character education/development (c) Three-year track record (1) Assessing the religious/spiritual environment at military institutions and institutions of higher education (2) Recommending religious/spiritual tolerance policies and practices within military communities consistent with applicable regulations (3) Developing a strategy to build consensus around the proposed religious tolerance policies and practices within military institutions and undergraduate colleges and institutions (d) Capability to clearly articulate and balance religious/spiritual tolerance with freedom of speech and Constitutional law issues. 2. Past Performance 3. Price Award will be made on the basis of determining the technically acceptable offer which meets or exceeds the requirements of this document and offers the best value to the Government. B.
