- This announcement constitutes a Sources Sought Synopsis. This is NOT a Request for Proposal. The following information is provided to assist the Naval Air Systems Command (NAVAIR) in conducting a market research of the industry to identify potential contractors who have the skills, experience, qualifications, and knowledge to successfully support the Naval Air Warfare Center Aircraft Division Code 4.5.9, Identification Systems Division for engineering and logistics services. Required services will include technology assessment/requirements analysis, system level performance analysis, specification development, test planning, test and evaluation support, integrated logistics support, hardware/software engineering, life cycle support, configuration management, technical management support, preparation and monitoring of program acquisition documentation, program implementation, and execution of planning studies. The work under this effort is currently being performed by Booz-Allen-Hamilton under Contract N00421-00-C-0184. It is anticipated that this effort will be a Cost Plus Fixed Fee Performance Based Service Requirement, categorized under NAICS Code 541330 with a small business size standard of $23 Million. The performance period shall be from 1 August 05 thru 31 Jul 06 with four one year options. The estimated level of effort is 50 full-time personnel per year with labor categories consisting of senior engineers, senior systems analysts, project analysts and engineers. Experience for these personnel shall include working level knowledge of Combat Identification, Air Traffic Control, and Electronic Countermeasures systems. In addition, all potential offerors must either have or be able to obtain a SECRET facility clearance. It is anticipated that the award of any subsequent Request for Proposal will be based upon a best value analysis, cost and non-cost factors considered. A determination as to the type of acquisition strategy will be based upon the responses to this synopsis and other historical factors. Companies interested in responding to this request for information should submit the following information by 7 MARCH 2005 to joann.gough@navy.mil. The information should include at a minimum Company name, Size of company, and if small any other applicable company category, address, both physical and electronic, a point of contact with phone number and electronic address, types and qualification of personnel your company would use in support of the effort, corporate capabilities of performance similar in nature to this instant effort, and any other technical information describing the companies capability to perform. It is requested that no more than 15 pages be submitted in response to this request.
