- NAICS Code: 811310 The U.S. EPA intends to negotiate on a sole source basis with Thermo Electron Scientific Instruments Corp. for a Microprocessor Assembly 256K 7-Axis MTCT upgrade (p/n EM04) to a Scintag XDS 2000 X-Ray Diffractometer under the authority of FAR Part 13.106-1(b). This requirement for ORD/WSWRD will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. This acquisition is for a Microprocessor Assembly 256k 7-Axis MTCT upgrade (p/n EM04) to a Scintag XDS 2000 X-Ray Diffractometer including delivery, installation, and training. It has been determined that Thermo Electron is the only firm able to provide the Microprocessor Assembly upgrade due to proprietary rights for the X-Ray Diffractometer. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required upgrade may submit technical documentation to establish the potential of delivering the necessary components, installation, and training to complete the upgrade. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
