- Response date for bids is extended to 9 March 2005. The U.S. Coast Guard (USCG) Engineering Logistics Center (ELC) has a requirement to procure; (1) NSN 4310-01-319-5309, Vacuum Pump Rotary Unit, Manufacturered by Nash Engineering P/N AT-64. Quantity of 12 each. (2) NSN 6105-01-525-5738, Alternating Current Motor, Manufactured by Nash Engineering P/N 1ZZM01883A4VP. Serial Numbers 64E9889 and 94E9889. Items must be individually packaged and barcoded in accordance with USCG ELC Barcoding Specification No. D-000-0100, Rev. F. Offeror must be an authorized distributor/dealer of the OEM. It is the Government?s belief that only Nash Engineering, or their authorized distributors, have the capability to manufacture and supply these items. Delivery must be FOB Destination, to USCG Engineering Logistics Center, Baltimore, MD 21226. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY. All information is proprietary to Nash Engineering.. Any quotation submitted in response to this notice must be on the offeror?s letterhead and must include the following information; proposed delivery in days, warranty, pricing for individual packing, and barcoding, the Tax Information Number and DUNS Number. In accordance with FAR Case 2002-24, Federal Acquisition Circular (FAC) 2001-26, and FAR Subpart 4.12 - Annual Representations and Certifications, the use of ORCA will become mandatory as of January 1, 2005. ORCA is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process. ORCA is available through the Business Partner Network (BPN) at <http://www.bpn.gov/ >. Contractors will use ORCA to electronically submit annual Representations and Certifications (Reps & Certs). Contractors will no longer be required to submit hard copies of their Reps & Certs with each proposal. For contractors to be able to upload their Reps & Certs to ORCA, they must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN). To search for the contractor?s Reps & Certs, you must go to this page <http://orca.bpn.gov/publicsearch.aspx > and enter the contractor?s DUNS number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. It is the Government?s intention to solicit and award a purchase order to Nash Engineering and/or their authorized distributor/dealer, however interested sources that possess the capabilities of obtaining the required technical, engineering and manufacturing data from Nash Engineering and possess the capabilities of manufacturing these items, can submit information regarding these capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered part (i.e. salient physical, functional, and serviceability characteristics), or (2) data that the offered part(s) have been satisfactorily manufactured for the Government or the OEM. This information must be received within five working days from the date of this publication. Inquiries/information received after the established deadline shall NOT be considered for this particular acquisition. The submission of data for review shall not impede award of a purchase order. The Government does not intend to pay for information solicited. This is a combined synopsis /solicitation for commercial items prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through FAR 2005. NAICS code for this solicitation is 333911 and the small business size standard is 500 employees.
