Description

Contractor will assist DLA with providing Strategic Project Management support on auditability improvement initiatives that are currently being conducted across operations funded by the Defense Working Capital Fund (DWCF), the General Funds (GF), and the Defense National Stockpile Center?s Transaction Fund (DNSC). The contractor will be tasked to assist DLA to achieve the assertion requirements outlined in the Financial Improvement Initiative Business Rules as described in the statement of work for the Program Management Team. DLA currently considers its financial statements to be in the ?Discovery and Correction Phase? and ?Validation Phase? as defined by these business rules. Tasks assigned under the Contract will include but not be limited to the following: Preparing assertion packages in accordance with defined DoD business rules Identifying data files and reconciling them to trial balance or financial statement account balances Data mining/cleansing Reconciling information Assisting with financial statement analysis Developing and implementing detailed solutions to audit impediments Preparing policy and procedural documents. Offerors must identify their past performance and experience within the past three years (from the date of the RFP). These qualifications should be relative to the offeror and its proposed principal subcontractors and team members. A minimum of three (and a maximum of five) DoD client references should be submitted that demonstrate the proposed team?s ability to manage and successfully perform the tasks required by the solicitation.
