- The 96 Contracting Squadron (96 CONS), Eglin AFB, Florida anticipates soliciting, negotiating and awarding a Firm-Fixed Price contract under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items to DRS Data and Imaging LTD, 138 Bauer Drive, Oakland NJ 07436, 408-244-0901, for the following items. This is not a request for proposals. It is a Market Research tool being used to determine potential sources prior to determining the method of acquisition and issuing a request for proposals. The North American Industry Classification System (NACIS) code is 335999 with 500 employees. The delivery time frame is 6 months ARO. The contractor shall supply all necessary labor, supervision, equipment, supplies and materials, to support the requirement below. All responsible sources may submit an offer, which shall be considered by this agency. All offers must be a brand name or equal product: CLIN 0001, Qty 1 Ea, High Speed Flight Follower Camera System, Model: Flight Follower System, Manufacturer: DRS Data and Imaging LTD The flight follower system is to fulfill the requirement during sled track testing to optically track and record images of high-speed (up to Mach II) projectiles in flight. The system will include an integrated high-speed video camera system and associated control and data reduction software. The system will be capable of tracking and recording images of projectiles in flight over distances up to 180 feet with sufficient resolution to detect anomalies in the test item. The system will be required to accurately track test items to ensure the item is contained in the field of view for the duration of the test event. The operator is to be capable of adjusting the system so that longer or shorter path lengths can be captured. System uses a servo controlled scanning mirror to accurately track projectiles of varying velocities. Required tracking accuracy is better than .5? over entire scan. Scan ratio = 4-40 m/s/m Tracking scan angle = 90? (+/- 45? from center of scan) Maximum camera frame rate = 16,000 fps. System must be ruggedized to survive sled track operations. Required scan rate operating modes are measured, fixed, or user defined velocity profiles. Under measured operating mode, break wire and optical velocity measurement systems will be employed. Drag correction is required to track accelerating or decelerating projectiles. Standard commercial operations and maintenance manuals are required as applicable. Delivery is required F.O.B. Eglin AFB, FL within six months after award. Final inspection will be at Eglin AFB, FL. This RFI is for information and planning purposes only and shall not be construed as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI and all information shall be made available at no cost to the Government. The above information is preliminary only, intended to promote industry input/response pending finalization of a solicitation. 4.Interested sources are requested to provide a statement of current capability to provide this equipment with past experience information in producing similar products. Interested and qualified sources are requested to provide the following information: (1) company name, point of contact, e-mail address, telephone and facsimile numbers and type and size of business indicating whether you are a small business or not for the purpose of assigning a NACIS code; (2) a list of your most relevant and recent DOD or commercial contracts for the same of similar equipment.
