- Construct the project entitled ALERT CREW QUARTERS at the Minnesota Air National Guard Base, Duluth International Airport, Duluth, Minnesota. The complete work will provide alert crew quarters consisting of bedrooms, kitchen and eating areas, admini strative space, and recreational space for 12 persons. This is a 6,500 SF masonry walled building on concrete pad and footers with standing seam metal roof and also a 300 SF entry control facility of the same construction. Extend utility infrastructure t o the site. Erect security fencing and access gates. Erect security lighting with controls. Install communications and electrical conduit. Air conditioning: 50 tons. Demolish old 200 SF entry control facility. The estimated cost range of this project is between $1,000,000 and $5,000,000. The estimated solicitation issue date is o/a 27 April 2005. Estimated bid opening date is o/a 1 June 2005. A firm fixed-price contract will be awarded. This project is being procured on an unrestricted basis in ac cordance with the Competitiveness Demonstration Program. However, small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone Small businesses, and small disadvantaged businesses are encouraged to participate. The HUBZo ne preference IAW FAR 19.1307 applies. The North American Industry Classification System (NAICS) Code is 238990 and the Size Standard for Small Businesses is $28.5 million annual receipts for the past 3 years. The solicitation package will be issued via the web site only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the solicitation, plans and specifications, which will be available at the following internet site: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. All contractors must be registered in the Central Contractor Registration: http://www.ccr.co m to be able to view the plans and specifications. There will be a pre-bid conference and site visit, the exact date will be posted at the same time as the solicitation. Interested contractors are strongly encouraged to attend.
