Description
The Corps of Engineers (COE) Transatlantic Programs Center (TAC) intends to solicit proposals from contractors capable of performing a turnkey furniture, furnishings, and equipment (FFE) project at Al Udeid Air Base in the State of Qatar. The COE co ntemplates award of a single contract requiring the contractor to manufacture or acquire the FFE, deliver the FFE to Qatar, warehouse the FFE in Qatar if necessary, and install all FFE. The FFE turnkey requirement will be presented in the RFP as two packa ges. Package 1 is the FFE for the flight line area facilities. Package 2 is the FFE for the command and operations facilities. The FFE will be installed in 20 separate facilities at Al Udeid. Three additional facilities are options. The facilities includ e an aircraft support services facility, cargo movement facility, air passenger facility, communications maintenance facility, vehicle maintenance facility, an armory, a warehouse operations center, and a headquarters building. The facilities are currentl y under construction and are expected to become available for FFE installation during July 2006. The FFE installation for all facilities must be completed between July 2006 and October 2006. Contractors will be required to acquire the FFE considering the lead times for facilities becoming available, prepare items for shipment, deliver to a port where inspection will occur, transport to Qatar, arrange for customs clearance, warehouse items if necessary, install, and provide support services for its crew in Qatar. The contractor will be responsible for, among other things, the repair or replacement of items damaged in transit or during installation. The RFP will contain floor plans and a list of FFE for each facility. The packages will identify types, quantities, makes and models of FFE. The packages reflect the characteristics and level of quality that will satisfy the Government's needs. The FFE include but are not limited to: Storage cabinets including hazardous material storage cabinets, locker s, file cabinets, shelves, beds & mattresses, bookcases, a variety of chairs, stools, and seating, modular rack consoles for video and communications equipment, weapons racks, kitchen appliances (refrigerators, freezers, microwave ovens), office equipment (shredders, copiers, printers, fax machines, clocks), shop equipment (drill presses, table and radial power saws, dust collectors, work benches), packaging equipment, security safes, mortuary equipment, a variety of tables, audio visual equipment (televi sions, white boards, lecterns), panel systems furniture and modular desk furniture. CONTRACTING PROCEDURES: The COE will issue a solicitation for commercial items. The solicitation will be provided to each company that identifies itself as a prospectiv e prime contractor for the turnkey project. The solicitation will not be provided to suppliers, subcontractors, or plan rooms. Subcontractors and suppliers must obtain information from prospective prime contractors. A listing of prime contractors that hav e been provided the RFP will be posted at the TAC internet site after release of the solicitation. Two CDs' will be provided to prospective prime contractors. Source selection will be made using a best value tradeoff process. Both non-pricing (technical) and price proposals are required. The non-pricing evaluation factors will be more important than the price factor. The evaluation factors with their significance and weight will be provided in the RFP. The solicitation will be issued before funds are available. A firm fixed price contract will be awarded. The RFP will contain DFARS clause 252.225- 7021 Trade Agreements and FAR clauses 52.211-6 Brand Name or Equal and 52.247-64 Preference for Privately Owned U.S. Flag Commercial Vessels. TENTATIVE PROJEC T SCHEDULE: Issue RFP on April 1, 2005. Proposals due May 10, 2005. Anticipated contract award date June 17, 2005. A site visit will not be conducted. REQUESTING THE RFP: Firms must request the RFP in writing and provide: 1. Full company name 2. Mailing and shipping addresses (CD's will not be delivered to a P.O. Box address) 3. Telephone and fax numbers. 4. Point of contact name, title, and email address. 5. Reference the RFP number and the project title which is: FF&E for P4A1 Buildings and 6. The COE anticipates a large volume of email messages and questions so if your request is emailed then be sure to also fax it in order to insure your request is read and acknowledged.
