Description
General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Proposed Issue Date: March 16, 2005 Title of Project: Remodel and Expand Visitor Center Description: The work of this contract consists of the construction of a two-level addition of approximately 14,000 square feet as well as rehabilitation of the existing approximately 3,500 square foot visitor center. The two-story addition will include one elevator serving both the addition and the existing visitor center. The existing visitor center will be remodeled as a part of this project. Project will include extensions of existing utilities (water, gas, electric) and some new utilities (sanitary leach field). The existing sewer/septic and heating and cooling systems will be replaced. A geothermal well field and geothermal loop heating and cooling system will be provided. The new addition will connect to the existing visitor center and the existing restroom building. The addition will have a wood and steel structure. Building materials will include concrete, steel, wood trusses, brick masonry, and wood siding. The roof incorporates shake roofing and membrane roofing with multiple roof planes. Lower level of the addition is designed to withstand severe storms in order to function as a tornado shelter. The building and its immediate surroundings will be closed during construction to allow the work to proceed more efficiently. Park operations will continue during construction; visitor services will be provided in a separate temporary facility outside of the construction area. The temporary visitor center facility and restrooms are to be provided under this contract. The new addition will include a variety of meeting rooms, offices, work rooms, and exhibit space. Exhibit production and installation are not a part of this contract. The remodeled visitor center will include a theater to seat up to seventy people. Audiovisual equipment required under this contract includes a motorized curtain, acoustical panels, motorized screens, and wiring and wiring conduit. Other audiovisual equipment will be provided separately. Some rooms of the new addition will incorporate historic-appearing finishes such as wood floors and wainscoting. The addition will include a kitchen. Kitchen equipment to be provided under this contract includes cabinets and stainless steel counters. Other kitchen equipment will be provided separately. The government will provide some of the plumbing fixtures for installation by the contractor. The facility will include a PA system, security and fire alarm systems, and an automatic fire sprinkler system. There will be some site work and landscaping. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. Metric Notice: This project has been prepared in metric. All drawings and specification dimensions are given in SI units unless otherwise noted. Metric dimensions given are in general soft conversions of the equivalent English dimension. Estimated price range: $2 million to $4 million. Time for completion: 365 calendar days. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. All responsible sources may submit an offer that will be considered.
