- NASA/JSC plans to issue a Request for Proposal (RFP) for the award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the Mechanical Construction, Modification, Repair, and Rehabilitation of facilities at Johnson Space Center (JSC), Ellington Field, and Sonny Carter Training Facility under which JSC may issue fixed priced Delivery Orders, each with a potential maximum value of $49M. Each contract will be awarded with a minimum contract value of $10K and a maximum contract value not-to-exceed $49M over a five-year period. However, the total amount of all delivery orders under all contracts awarded under solicitation number NNJ05096344R shall not exceed $49M. Mechanical projects will be selected by the Government during this period for limited competition among the firms that have been awarded an IDIQ contract. This procurement is part of the Small Business Competitiveness Demonstration Program and award of the contracts will be based on the use of NASA Best Value Selection Procedures (See Subpart 15.1 - Source Selection Process and Techniques). The NAICS Code and small business size standard for this procurement are 238220 and $12 Million, respectively. Initially, one Delivery Order will be competed for Project 03103 to "Refurbish Systems for In-Door Air Quality" in Building 4N. This project will include the replacement of all units on the south side of all three floors and the north side of the first floor and the replacement of the chilled water pumps. The Contractor will be required to complete the entire work ready for use with 270 calendar days after the date of receipt of the notice to proceed. The time stated for completion shall include final cleanup of the premises. The Order of Magnitude for this Delivery Order is between $1M and $5M. The anticipated release date of RFP NNJ05096344R is on or about March 15, 2005 with an anticipated proposal closing date of on or about April 15, 2005. The firm date for receipt of proposals will be stated in the RFP. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for March 22, 2005 (Tentative).
