- Listed below are questions that have been asked in reference to the combined synopsis/solicitation for temporary employment services, with the answers. Are the subcontractor/consultants paid by a 1099, without taxes being withheld? ANSWER: Consultants do not have any taxes being withheld. The solicitation states that, ?The contractor will be responsible for compliance with all Federal, State and local employment laws and regulations including withholdings, reporting and visa restrictions.? What are the current title positions and how many individuals hold each title? ANSWER: The titles are as follows: Administrative Specialist I: Ten employees Administrative Assistant: One employee Grants Management Assistant: Three employees Program Finance Manager: One employee Assistant Operating Manager: One employee Contract Specialist: Two employees Program Analyst: One employee Research Assistant: Two employees Researcher: One employee Lab Technician: Six employees Laborer: Three employees With respect to leave what is the tenure of each of the employees? ANSWER: If the solicitation is awarded to a contractor who is not the incumbant, the incumbant will pay out all leave that the employees have on the books. Therefore employees will start earning leave from award date. Can we bill for time and a half for overtime and federal holidays if the employee works? ANSWER: Employees that work overtime can be billed at time and a half. Employees that are entitled to be paid for federal holidays, will receive time and a half if they work. Would any of the current or future employees require malpractice insurance? ANSWER: Most of the positions are entry-level and malpractice insurance is not required. What is the average length of employment for each category in section B? ANSWER: The average length of employment for each category in section B is as follows: Section B1: Three months Section B2: Ten months Section B3: Four months Section B4: Nine months What are the average number of hours worked in each category in section B of the solicitation? ANSWER: The average number of hours that are worked in each category for section B are as follows: Section B1: Since October 1st, consultants/subcontractors have worked a total of 103 hours under the current order. Section B2: Approximatly 30hrs/week Section B3: Approximatly 35hrs/week Section B4: Approximatly 40hrs/week
