- This announcement is issued for informational and market research purposes only. This is a Request for Information (RFI) only. It is not a request for proposals and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the Government and will not be returned. The vendor should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The Government will not provide comments to any vendor?s submission. The U.S. Securities and Exchange Commission (SEC) is seeking market information regarding a web-based global security risk assessment product. The product shall: 1) identify every publicly traded company with any ties to any country identified by the U.S. Department of State as a state sponsor of terrorism; 2) include an explanation of the ties and an analysis of the investment risk associated with the companies? ties to those countries; 3) identify publicly traded companies that have been associated with foreign governments? programs for the production or proliferation of weapons of mass destruction, or ballistic missile systems; 4) ) provide real time updates to the information in the database (if real time updates are not available, some other, regular update schedule may be acceptable); 5) draw information from underlying source materials that include English language translations of a broad array of prominent foreign language news media; 6) provide the SEC access to both underlying source materials and additional explanation of how the vendor reached the conclusions expressed in the product; and 7) include several single-user passwords with unlimited access to product content. All vendors with the appropriate technical qualifications relating to the requirements mentioned above are invited to submit a Capability Statement. The Capability Statement must address: 1) the product?s capabilities in addressing the above requirements; 2) the professional qualifications and experience of key staff; (3) the vendor?s corporate experience and past performance; and (4) any other specific and pertinent information that would enhance the SEC?s understanding of the information submitted.
