USAID/West Bank & Gaza PERIOD OF PERFORMANCE: The USPSC will be for a period of eight (8) months ? 4 additional months renewable. MARKET VALUE: The market value for this PSC is equivalent to a GS-14 level. The salary range for a GS-14 level is $76,193 - $99,053. In addition, the Mission has 10% Post Differential allowance and 20% Danger Pay. The salary will be determined based on past salary history and experience of the successful candidate. BACKGROUND: The United States Government, represented by the U.S. Agency for International Development (USAID) is seeking proposals (Standard Form 171 or Standard Form 612) from persons interested in providing the PSC services described below. This is a diverse and politically sensitive program and is one of the few USAID Missions worldwide without a bi-lateral agreement with a host government. The USAID program for the West Bank and Gaza is a central element of the U.S. government's role in the Palestinian-Israeli peace process. The program supports U.S. interests in promoting regional stability, economic prosperity and adherence to democratic principles. Basic Functions of the Position: The Acting Deputy Controller at USAID/WBG will assume responsibility for the accounting and payment operations for the USAID/WBG o/a May 2005. The candidate is expected to quickly assimilate the office operations during the incumbent Deputy Controller?s deployment on a long-term TDY. Given the size and complexity of the West Bank & Gaza Portfolio, the position is demanding and the services of a senior/experienced financial management professional with prior USAID financial operations is required and will facilitate a smooth transition with the departure of the incumbent Deputy Controller and continuity of business operations through the fiscal year end, accounting system transition and other office operations during the period of employment. The USAID/WBG program covers emergency relief, humanitarian assistance, private sector activities, education portfolio and infrastructure and governmental support activities. The FY 05 program budget is currently $240 million and is implemented through large and complex contracts and grants. A $200 million supplemental is expected during FY 05. The operating expense level for WBG is estimated to be 6 million per annum. DUTIES AND RESPONSIBILITIES: The incumbent will serve as Acting Deputy Controller of the Financial Management Office for the West Bank & Gaza Mission. Accordingly, the incumbent?s duties and responsibilities shall include, but not be limited to the following functions: 1. Directs day-to-day operations of the Payment, Budget and Accounting Sections of the FMO. 2. Oversee the financial management systems, practices, procedures and related problems and assist in the development of procedures and internal controls assessments for office operations. 3. Provides uniform guidance and procedures for the financial management of available program and administrative expense funds. Coordinates implementation of financial management policies and procedures in accordance with the Mission Operations. Recommends modifications and amendments to office operations based on observations, operational experience, and suggestions of FM staff in West Bank & Gaza Mission. 4. Supervises a staff of nine professional financial management staff. 5. Coordinates with Mission technical office & program managers in setting up accounting and tracking systems while integrating financial controls into the implementation mechanisms for each contract or grant within the program sector. 6. Provides financial data to be used for, and participates in forecasting of future resource requirements for the sector portfolios. 7. Assures that financing and reporting procedures, which conform with USAID?s financial and program reporting systems and with the requirements and limitations of USG and cooperating country laws and regulations, are fully considered and set forth in grant and contract agreements. 8. Initiates actions to reduce each program?s vulnerability to fraud, waste or abuse by directing a program of financial review; performing periodic site visits to project implementing organizations and assisting them in identifying and correcting potential administrative or financial problems before they become audit issues. 9. Contributes to development and appraisal of budgetary requirements in coordination with USAID/WBG Controller. Reviews budget submission for compliance with Agency policy and guidelines. 10. The incumbent will assist in the conversion of the financial management records from the accounting system MACS to the newly developing core financial system, AMS? Momentum, (PHOENIX). 11. Serves as USAID/WBG primary Authorized Certifying Officer (CO) for all payments made from program and administrative expense-type funds. 12. Serves as the Acting Controller or Deputy Controller for USAID/WBG during the absences from Post of these individuals. 13. Other duties, to include but not limited to internal controls assessments and staff training, that may be assigned by the USAID Controller in WBG and/or the USAID Deputy Controller, when present. QUALIFICATIONS, EXPERIENCE AND EVALUATION FACTORS: Candidates will be evaluated and ranked based on the following selection criteria: Education (20 Points) : The successful candidate must possess a minimum of a bachelor?s degree, or equivalent, in a relevant major (accounting, business management and/or finance). A CPA license or advanced studies (Master?s degree) and coursework in a related field is preferred. An additional four years of experience or two years of non-degree coursework may be substituted for a Master?s degree. Experience (25 Points): Minimum of 10 years of progressively responsible duties in a USAID financial management office, including the operations of the MACS/MACSTRAX accounting and payment systems and use of automated disbursing systems through the State Department?s USDO and the U.S. Treasury. Minimum of six years specific experience in a USAID financial management office in an overseas Mission is also required, since the successful candidate must immediately be familiar with USAID financial management policies, procedures and systems. Minimum of five years in a supervisory role is required. A demonstrated ability to work in teams (i.e., team player skills) and commitment to the team mode of operation, with proven organizational and administrative skills is a must. Language Proficiency (5 Points): Excellent English communication skills, both orally and in writing, are essential. Must have the ability to present analysis and recommendations in clear written and oral formats. Knowledge of Arabic or Hebrew will be a plus. Knowledge (30 Points): Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted procedures of U.S. governmental and business financial accounting, budgeting and reporting is required. A thorough knowledge of laws, regulations and procedures associated with USAID financial management is also required. Must also have a thorough understanding of USAID project planning and implementation procedures and of USAID organization and operations in general. Must have the ability to perform in a team spirit and to maintain cordial and professional relationships with USAID, NGOs and Contractor personnel. Ability to perform sophisticated analysis of management controls and capabilities of partner/beneficiary organizations is required. Must be skilled in the use of computer based analytical programs and the USAID financial management systems. Position requires a high level of independent judgment with regard to USAID?s financial management policies and regulations. Knowledge of U.S. Government policies and procedures for the management of development and humanitarian programs is helpful but not required. Skills and Abilities (20 Points): A high level of analytical skill and sound judgment is required. Must be able to compile and present a great deal of detailed information in a concise and fully professional manner. Capable of directing, coordinating and supervising the various elements of a complex accounting operation with a professional financial and administrative support staff of varying nationalities and technical expertise. Maintain an effective working relationship with American personnel in USAID and other U.S. Government agencies at post. Must establish and maintain effective working relationships with development partners, host country officials, local banks, credit institutions, and local business organizations. Demonstrate excellent interpersonal and communication skills to include a genuine interest in supporting the West Bank & Gaza Mission staff. High degree of professionalism, discretion, and sound judgment in representing the USG are essential elements of the position. Must be a USAID/FM authorized certifying officer or have the ability to become authorized within a short period of time. TIMING OF CONTRACT: The term of the contract will be for eight months from on/about May 2005 to on/about January 2006. The contractor should be available to start as soon as possible subject to appropriate medical and security clearances.
