Description
The Department of Homeland Security has a requirement to obtain express package delivery services and ground delivery services for all fifty states, territories, and international services. Additional services could include the following items: (1) the transportation of Dangerous Goods/Hazardous Materials and regional and interregional LTL (less-than-truckload) freight. The Department plans to hold a full and open competition for the award of a single Firm Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract using FAR Part 12 procedures. This contract will have a period of performance of 1 base year and 4 one-year options. Services to be provided under this contract will include the following: (1) Express Delivery services for Same Day, Next Day, Two Day or Three Day delivery, shall provide pickup, transportation, and delivery of extremely urgent letters, small packages, ranging in weight from 1 to 150 pounds) to all ZIP Codes located CONUS, Alaska, Hawaii, and the Commonwealth of Puerto Rico; (2) Ground delivery services in 1-5 business days, to US, Canada, and Puerto Rico locations. Ground service shall provide day definite delivery to every United States business address for package up to 150 pounds; (3) International Package Service, both express and deferred to all countries served commercially; (4) Provide a variety of commercially available shipping methods predicated on individual shipper needs, including automated web-based systems; (5) Ensure that the Department of Homeland Security automated shipping sites are maintained and all maintenance, upgrades, and supplies to these sites are provided; (6) Provide shipping materials, to include envelopes, boxes, labels, etc. at no cost for express shipments; (7) Provide web-based, real-time tracking system for all inbound, outbound and third-party shipments; (8) Provide a central point of contact to resolve account issues, delivery problems, billing questions, etc.; (9) Provide afternoon/evening pickup service; (10) Provide door-to-door delivery to requested locations; (11) Provide the Department of Homeland Security with money-back guarantees to each service procured; (12)Provide services under this contract in accordance with Private Express Statutes and 39 Code of Federal Regulations, Chapter 1, Parts 310 and 320. The applicable North American Classification System (NAICS) Code is 484122 and the applicable size standard is $21,500,000. Responses to the Request for Proposals are due to the Government on March 18, 2005 at 2:00 PM (14:00 military time). Any questions should be directed to the Contracting Officer.
