Description
The Delegation of Portugal to NATO plans to release a Notification of Intent (NOI) to invite interested firms to bid on the Portuguese Ministry of Defense requirement to provide for the maritime communication system, known as the NATO Maritime Broadcast and Ship-Shore (BRASS) system in Portugal and The Azores, as well as upgrading high frequency (HF) BRASS Equipment. The Project Serial number is 1998/9CM80089 & 2003/7CM08301. This project will be funded by the NATO Security Investment Program with an estimated cost of 10,800,000 Euros (over $13 million USD). The procedure will follow the basic one-step procedure referred to in the NATO Procedures for International Competitive Bidding DOCUMENT AC/4-D/2261(1996 Edition)-ADD1(INV). The scope of work for this project will include the provision, installation, integration and testing of all goods needed to meet this requirement. This includes the implementation of: 1. Automated Control and Management System (ACMS) at Lisbon, Lisbon Naval Base-Alfeite; 2. Reduced ACMS at Azores, Sao Miguel Island; 3. Upgrade of the existing radio assets at the following transmitting and receiving sites: (a) Lisbon: Coina (Tx site); (b) Lisbon: Fonte da Telha (Rx site); (c) Azores: Sao Miguel Island (Tx site); (d) Azores: Sao Miguel Island (Rx site) Security classification: This procurement will be classified up to the NATO CONFIDENTIAL level. Only those companies with a NATO CONFIDENTIAL security clearance (or higher) are eligible. Important dates and deadlines: 1. The deadline to be certified and nominated to the bidder list: 31 March 2005. 2. The estimated date of distribution of CAHIER DES CHARGES to the applicants: 4 April 2005. All companies that qualify shall receive Cahier Des Charges. It will contain information up to and including NATO RESTRICTED. 3. The estimated bid closing date for certified firms is 27 June 2005. The bidding is opened to all firms of participating NATO countries and therefore goods cannot be originated from non-participating countries. Certificates of origin must be provided by the contractor concerning all the equipments supplied. The bid shall be valid for 8 months. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS WILL NOT BE CONSIDERED. The host nation reserves the right to check bidder financial credibility, technical capabilities and references. Any bidder that fails to submit the aforesaid documentation may be eliminated from the bidding procedure. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Portuguese Ministry of Defense. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 31 March 2005 deadline will be allowed to bid.
