- The Centers for Disease Control and Prevention intends to award, on a sole source basis, a purchase order to the Liverpool School of Tropical Medicine (LSTM), Pembroke Place, Liverpool, United Kingdom, L3 5QA, to provide technical expertise for the rapid assessment of the burden of malaria in pregnancy in two different geographic sites in the state of Madhya Pradesh, India (Jabalpur and Maihar) and to develop a research agenda for community-based studies for malaria in pregnancy in order to provide evidence-based data to policy makers for the development of policies and programs in the region. This will include training the necessary personnel, conducting and supervising the rapid assessments, analyzing the data, and providing the data and recommendations to the Indian Council on Medical Research (ICMR)/Malaria Research Centre (MRC). The ICMR/MRC will provide local supplies and field personnel for all aspects of the rapid assessments. The vendor will also work with Dr. Neeru Singh of the ICMR/MRC in Jabalpur, providing epidemiologic expertise, to develop a research agenda for community-based studies of malaria in pregnancy in India. For the rapid assessment component, the vendor shall provide 4 interim reports on the rapid assessments, a final report of findings and recommendations, and make a presentation of the findings at an appropriate international scientific meeting. For the development of a research agenda, the vendor will provide a draft of the research agenda. The assessment of burden of malaria in pregnancy will include: 1. Number/proportion of pregnant women affected (parasite prevalence), 2. Affected sub-populations including persons living in low versus high transmission level areas, or rural versus urban areas, and 3. Adverse outcomes associated with MIP to include anemia, severe disease, and low birth weight; relative importance of P. vivax versus P. falciparum in the area; differential impact different by species (P. vivax versus P. falciparum); and association with symptoms such as fever. TASKS TO BE PERFORMED: A. Conduct rapid assessments of the burden of malaria in pregnancy in Jabalpur and Maihar, Madhya Pradesh. At least 3 modules of the CDC-developed methodology will be used (see attached) and must include the antenatal clinic (ANC) survey, DU survey, and hospital surveillance. 1. Provide training to local staff as identified by the ICMR. 2. Assessments shall be conducted one time during the high malaria season (approximately from May-July) and one time during the low malaria transmission season (approximately from October-January). 3. Data shall be collected, entered and analyzed by study site as well as pooled for a statewide estimate of the above-mentioned indicators for burden of disease. 4. Present final results at a regional or international forum such as a conference. B. Provide epidemiologic technical expertise to the ICMR in the development of a research agenda of needed community-based studies of MIP in India. The period of performance for this procurement shall be April 1, 2005 through March 31, 2006. The LSTM has been determined to be the only known vendor who can perform the necessary work. The LSTM is the only institution with the combination of specific expertise and experience that meets the specific requirements for this award. The LSTM is uniquely qualified for this award based on the following experience and capabilities: 1. LSTM has the support of and a working relationship with the ICMR/MRC. 2. LSTM scientists have conducted and published numerous scientific papers on malaria in pregnancy indicating the scientific soundness of research conducted by the institution. LSTM?s expertise in clinical epidemiology and malaria in pregnancy is highlighted by its role as a coordinating center for two major global initiatives on malaria in pregnancy: (i) the Malaria In Pregnancy Consortium that was recently formed to address compelling research priorities for malaria in pregnancy in sub-Saharan Africa, Asia and Latin America; and (ii) PREMA-EU (Pregnancy, Malaria, Anemia ? European Union) that was formed to deal with the problem of malaria control in pregnant women. One of PREMA-EU?s objectives is to generate information that would help WHO/RBM in formulating national and district-based policy for the control of malaria in pregnant women. 3. LSTM has a qualified person who is fluent in Hindi and can administer the RAs in the field. 4. LSTM scientists have numerous publications in peer-reviewed journals. The combination of support from and a working relationship with the ICMR/MRC, experience conducting clinical epidemiolgy studies in health care facilities, extensive knowledge of malaria in pregnancy in developing countries, ability to communicate in Hindi, and a reputation for conducting sound scientific work makes LSTM the only organization with these attributes and the only vendor who can perform the necessary work. The authority for this procurement is FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Anticipated award date is March 18, 2005. This is not a request for proposals, and no solicitation is available. Organizations that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the date of this synopsis. Note the following minimum vendor qualifications: 1. A working relationship with ICMR/MRC and support for the vendor by the ICMR/MRC for this work. 2. Expertise in clinical epidemiology and malaria in pregnancy. 3. Experience conducting field epidemiologic studies in developing countries preferably in Asia. 4. Ability to administer questionnaires to target populations verbally in Hindi. 5. Clinical experience working in a health care facility in developing countries preferably in Asia. 6. Experience with data analyses and writing scientific papers. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
