- NOTE #22: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is N65538-05-Q-0054, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26. This solicitation is NOT a small business set-aside, the associated NAICS code is 334519. Line item 0001 is as follows: the contractor shall provide FIRM FIXED PRICE TECHNICAL AND LOGISTICS SUPPORT SERVICES FOR THE VIBRATION ANALYSIS SUPPORT OF THE FACILITIES MAINTENANCE PROGRAM AT THE NATIONAL INSTITUTES OF HEALTH, BETHESDA, MD. Including four (4) trips to make on-site repair or replacement and certification of the Transducer Access Modules (TAMS), repair or replacement of the VibraMetrics Accelerometers, Calibration of the Vibration System, Replacement of TIC-100 and TIC-200 Cards, and verification of proper operation and maintain proper operation. Tasks for this program include: a. Inspection of 94 Accelerometers and mounting pads located on various equipments in Natcher Building. b. Replace all mounting discs that were removed for maintenance and reattach in the 45 degree position, to improve diagnostic capabilities of the system. c. Calibrate all accelerometers to system d. Repair or replace, and certify, TIC Cards. e. Install Expert Alert boards in the computer in Building 45. f. Check remote system daily for Alarms and alerts. Contractor furnished material: 1. Meters for calibration 2. Accelerometer Mounting Discs 3. Replacement Accelerometers 4. Replacement TIC cards The period of performance for this effort will be from the date of award through 30 MARCH 2006. Deliverables: Report on condition upon completion of each trip Report to Naval Sea Logistics Center on Alarms & Alerts The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation.
