- NA Arcata Associates Inc. intends to negotiate as an emergency, on a sole source basis with ISR Solutions, Inc. as sole make and model, all or none, for the consolidation of four (4) Professional Engineering Services (PES) agreements into one single contract that supports the Common Badging Access Control System (CBACS) for all NASA wide support services for Lenel services. This consolidation shall be constructed to accommodate NASA wide implementation of the CBACS system as Centers are brought on-line. Period of Performance (POP) shall be 4/1/05 through 3/31/06. Arcata Associates Inc. intends to purchase these services from ISR Solutions, Inc. pursuant to FAR Part 6.302-1, which allows for the acquisition of supplies or services determined to be reasonably available from only one source. ISR is the current provider of the services being consolidated from existing contracts. A determination by Arcata Associates Inc. to not compete this proposed effort on a full and open cost competitive basis, based upon responses to this notice is solely within the discretion of Arcata Associates Inc.
