Description
NASA/JSC has a requirement for components that will allow NASA's current ultrapure water (UPW) system the capability of producing twice the water that it has the capacity to produce now. This includes an expanded continuous electrodeionization (CDI) system that is capable of producing 5.0 gallons per minute (gpm), nominal water flow rate. All piping associated with this CDI unit shall be cleaned PVC, schedule 80 pipe. The power requirements are 240V/60 Hz. In order for the current reverse osmosis (RO) system to keep up with this greater flow rate, a RO expansion kit is required. US Filter installed the original UPW and currently performs all routine and preventative maintenance repairs on this sytem. No other supplier has the depth of knowledge in these specific requirements to procure, install and maintain all components necessary to enlarge the UPW production flow. The vendor must also provide: (1) labor to install this system, (2) training of the technicians, (3) any start-up assistance and (4) a 1-yr warranty. The vendor shall install all of these new components, ensuring that they are compatible with all other components of the existing system. NASA/JSC intends to purchase the items using FAR Part 13. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 10, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
