Description
Sources Sought Synopsis United States Coast Guard Integrated Support Command (ISC), Portsmouth Virginia Facilities Maintenance. The United States Coast Guard ISC Portsmouth is conducting a standard competition, in accordance with OMB Circular A-76 (Revised May 29, 2003) for facilities maintenance services. The Coast Guard ISC Portsmouth is the host support command for six 270’ Medium Endurance Cutters, one 87’ Coastal Patrol Boat, one 65’ Harbor Tug, one 160’ Inland Construction Tender, one 175’ Coast Buoy Tender, Command and Control Engineering Center (C2CEN), Electronic System Support Unit (ESU), Electronic Support Detachment (ESD) Portsmouth, Naval Engineering Support Unit (NESU), Group Hampton Roads, Station Portsmouth, Aids to Navigation Team (ANT) Hampton Roads, MSO Detachment, Maintenance and Logistics Command Atlantic Safety and Environmental Health Detachment, Area/District Chaplain, Coast Guard Exchange, Civil Engineering Unit (CEU) detachment, and Civilian Personnel Detachment (Command Staff Advisor). With over 50 buildings and structures and approximately 400,000 square feet of facility space, real property on the ISC includes industrial repair facilities, barracks, morale and recreation facilities, public works facilities, health care clinic, piers and wharfs, training facilities and administration buildings. The Coast Guard ISC at Portsmouth is located in the Tidewater area of Eastern Virginia. The main tract of the ISC complex is approximately 180 acres with 1585 linear feet of frontage and two 660-foot concrete piers along the Elizabeth River. Services include preventative maintenance and corrective maintenance (service calls) as well as routine construction work. Categories of trades include but are not limited to: carpentry, HVAC, plumbing, heavy equipment operations, electrical, vehicle maintenance, welding and pipe fitting. Work also includes distributing hazardous materials, managing a hazardous materials distribution center, collecting and disposing of hazardous waste and spill response. The USCG anticipates awarding a service contract with a phase-in period, base period of one year and four one-year option periods. The projected end date of the competition is 1 September 2005. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. A draft Performance Work Statement (PWS) will be available on the Coast Guard website http://www.uscg.mil/mlclant/fdiv/fdiv.html on or about 7 January 2005. All interested firms should indicate whether they are large business, small business, veteran-owned small business, small disadvantaged business, women-owned small business or HUBZone. Based on responses to this announcement, the Government reserves the right to consider the acquisition for 100% set-aside. The NAICS code for this acquisition is 561210, size standard $30M. Interested business firms are requested to submit literature, brochures, and capability summaries identifying, at a minimum business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable points of contact and current telephone numbers. Also include a description of the plan to provide support and perform all of the functions required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). The Government will not pay for any information submitted in response to this announcement.
