- Combined Synopsis Solicitation ? TSA Office of Public Affairs Support Services for Web Content Management. This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; proposals are being requested at this time and a written solicitation will not be issued. This solicitation, HSTS03-05-R-COM005 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Acquisition Management System, as adopted by TSA. This solicitation is restricted 100% to HubZone Businesses. The associated NAICS industry group code is 516110 ? Internet Publishing and Broadcasting. The Contractor shall provide services in accordance with the following Statement of Work: Web Services SOW. Agency Address: Transportation Security Administration, Office of Communications and Public Information, TSA-4, 601 South 12th Street, Arlington, VA 22202. Agency Mission: The Transportation Security Administration protects the nation?s transportations systems to ensure freedom of movement for people and commerce. PROGRAM OBJECTIVES: Scope of Work The scope of this project is to support the operation and requirements of the Office of Communications and Public Information within TSA. Over time, Web Content Management projects will change based on the needs of the organization. The contactor shall support as necessary those initiatives that fall within the major task areas described below. Currently, the Communications and Public Information portfolio includes projects such as: Web Content Management Knowledge Management and Organization1 Web Content Management Strategy and Customer Support TSA Public Affairs Mail List Objectives The Office of Communications and Public Information targets the following objectives as the focus of this project. Support Office of Communications and Public Information contractor functions to include creating and supporting repeatable processes and methods for analyzing activities such as for strategic/mission alignment, portfolio management, process documentation, process optimization, and performance measurement. Support Office of Communications and Public Information in creating and supporting repeatable processes and methods for analyzing activities such as Web content management strategies, analysis of internal content areas, archiving methods and procedures for content, and usability analysis of Web site logs. Support Office of Communications and Public Information Customer Relationship Management functions to include creating and supporting repeatable processes and methods for analyzing activities such as constituent segmentation, constituent outreach strategies, functional collaboration with stakeholders and external alignment of goals, analysis of constituent feedback and response, and content development coordination efforts. Support general Office of Communications and Public Information program functions to include activities such as external and internal communication and change management projects, customer consultation and needs assessment, defining, tracking, assessing and reporting of performance requirements and efficiency metrics, subject matter expertise, and special project management as necessary. The contractor shall have available the specified number of personnel beginning May 1, 2005 for each of the Task Areas specified in the SOW. GOVERNMENT FURNISHED RESOURCES: The Government shall furnish all hardware, software and consumables necessary to perform the on-site services requested in the SOW. PERIOD/LOCATION OF PERFORMANCE: The period of performance for this contract is one base year and four one-year option periods. ADMINISTRATIVE CONSIDERATIONS: Contracting Officer, George W. TSA does not anticipate any Travel or ODCs in support of this effort. PROPOSAL INSTRUCTIONS: The Contractor shall submit proposals in two (2) Volumes: Vol I - Cost and Vol II ? Technical and Past Performance. The Contractor shall submit a cost proposal with fixed-unit-prices, fully loaded, for the base period of performance and all options. In addition, offerors are permitted to suggest their own Contract Line Item Number (CLIN) structure. The Contractor shall submit a technical proposal (limited to 50 pages on 8x11? paper) addressing the following: 1) Knowledge of Project Management processes and techniques. Knowledge of and experience with repeatable processes and methods for analyzing activities such as for strategic/mission alignment, process documentation, process optimization, and performance measurement. Knowledge of and experience with customer consultation and needs assessment, defining, tracking, assessing and reporting of performance requirements and content based efficiency metrics. Available resources that are certified as consultants and trainers with specific competencies related to Web site design, content management and usability. Knowledge of Federal Guidelines concerning compliance and usability. Experience developing usability testing plans and in deploying these plans. Knowledge of usability testing and results that go beyond quantifying Web-based data to qualifying actual user behavior. Knowledge of usability guidelines and the application of these guidelines to the restructuring of content and layout of content must be demonstrated. Knowledge of and experience with the standards identified by the World Wide Web Consortium (W3C) Guidelines for usability testing, document preparation, User Interface (UI) test plans, procedures and usability reports must be demonstrated. A documented and demonstrated methodology and approach to enhancing, implementing and upgrading Web site content, navigation, and visual display. Experience developing user documentation focused on the management and deployment of content to a local web content management systems. Experience providing user support for technical issues directly related to content management issues as they relate to the deployment of content to web site environment(s). Demonstration and experience with the ability to plan and create governance guidelines for Extranet, Intranet and Internet content while establishing standards and performance metrics to monitor the efficiency of the proposed governance plan. Experience Experience in visual design, content design, interface design and application development related to the enhancement and deployment of agency-specific information to targeted audiences. Experience with defining custom site-usage reports and development of recommendations and improvement activities based on the analytics results. Experience and expertise in usability research. Expertise in conducting scientific usability testing, reporting results and making recommendations. Experience and expertise in the development of Web sites designed to communicate mission and objectives. Proposed staffing plan, including the program management experience and credentials of the project manager and staff, as well as expertise with government agencies. 2) Resumes of employees, not to exceed 2 pages, that would perform the services requested at the government site. Resumes shall not count against the total page count 3) Past Performance - The contractor must provide a minimum of three (3) references with a brief description of previous projects of similar size and complexity. ?Similar Size and Complexity? for the purpose of the evaluation means: similar in dollar amount and number of client/customer employees serviced. Please provide company names and a point of contact for each. The TSA may contact those references during the evaluation process to verify performance. Contractor should also provide dollar amount and length of the referenced projects. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Contractor. Each example of past performance shall include: a) Contract Number, b) Contract Description, c) Contract Amount and Type of Contract, d) Period of Performance, e) Name, address, e-mail address (If available), telephone number, and fax number of the customer (If a Government Contract, please provide the name and telephone number of the Contracting Officer and the COR. If commercial, provide the technical and contracting equivalent). f) Size and complexity of the project, g) Whether all options were exercised, if applicable. For all past performance information, please ensure that the company names, names of points of contacts, e-mail addresses, and telephone and fax numbers are current. The Government will not make repeated effors to contact the references if the information is not correct. Contractor should also notify the references that their names have been submitted and that the TSA will be contacting them. For any subcontractor performing a critical element of the work, please furnish at least three references for similar projects. These clauses must be requested in writing via e-mail before submitting a price and technical proposal. Contractors must request and receive this information as well as the complete statement of work from the contracting officer in order to be eligible for award. Contractor?s will be required to submit a copy of the SBA HubZone certification letter in order to be responsive and eligible for award. SECTION 508 OF THE REHABILITATION ACT: Contractor shall meet the requirements of the Access Board?s regulations at 36 CFR Part 1194, particularly 1194.22, which implements Section 508 of the Rehabilitation Act of 1973, as amended. Section 508 (as amended) of the Rehabilitation Act of 1973 (20 U.S.C. 794d) established comprehensive requirements to ensure (1) Federal employees with disabilities are able to use information technology to do their jobs, and (2) members of the public with disabilities who are seeking information from Federal sources will be able to use information technology to access the information on an equal footing with people who do not have disabilities. Federal agencies must make information and data available by an alternative means if compliance with the standards would result in an undue burden. The changes apply to all contractors (including small businesses) that manufacture, sell, or lease electronic and information supplies or services. Proposals will be evaluated on best-value basis according to the following evaluation criteria: Technical Approach ? 1) Ability to Meet Contract Requirements. The contractor?s proposal must document how it meets or exceeds all of the requirements as described in the SOW. 2) Experience performing the services specified in the SOW and outlined in the RFP Instructions. 3) Past Performance - The contractor must provide a minimum of three (3) examples (Company names and a point of contact for each) demonstrating their ability to meet similar requirements. 4) Price ? Price proposals shall be evaluated to determine that they are fair and reasonable and represent the ?Best Value? to the Government. Offers are due by 4:00 p.m., eastern time, on March 16, 2005. Also, contractor should ensure that any commercial delivery service or company employee have appropriate identification, and allow extra time for any hand carried deliveries. Prospective Offerors should be aware that the TSA building is a secure facility. All visitors must enter at the Visitor?s Entrance located in the East Tower at 601 South 12th Street. Visitors will be required to walk through a metal detector, have all belongings screened by an x-ray system, show valid picture identification, and sign the visitor?s log.
