- Request for Information This is not a solicitation. The Defense Supply Center Philadelphia (DSCP) Lighting Team is seeking information in an attempt to restructure our lighting acquisition and logistic mission. We currently provide logistic and acquisition support for commercial and weapon system lighting products that meet the needs of both federal agencies and military components worldwide. The Lighting Team?s annual sales at acquisition that sustain our worldwide customer base exceeded $163M in FY 04. During the same timeframe we awarded 21,389 contracts. We also released another 31,000 delivery orders for our lighting products under long-term coverage. We currently segment our lighting by weapon system lighting (vehicular, aviation and shipboard lighting) and commercial (lamps, bulbs, ballast, flashlights, starters). Sales of just our commercial lighting products has increased from $32 M in FY 98 to over $60 M in FY 04. Weapon system lighting acquisition and sales have increased from $58M to $113M over the same time period. This increase is a direct result of an increasing customer base beyond just military users to other federal activities: the incorporation of tailored logistic support projects and the addition of hundreds of new energy efficient lighting products. Market advances in lighting technology and innovative logistic support methods at DSCP indicate that this upward sales trend should continue. The Commercial Lighting Federal Stock Classes (FSCs) as identified by DSCP include 6230 (Handheld and portable lighting), 6240 (lamps, bulbs) and 6250 (ballast and starters). The weapon systems FSCs include 6210 (lighting fixtures) and 6220 (vehicular, shipboard and aircraft related lighting parts). We are seeking information from industry on a potential Prime Vendor/Supplier with the capabilities to provide a variety of lighting products to our DLA designated depots and customer direct. This Prime Vendor/Supplier (PVS) will need the capability to provide these products by brand name, industry/military standard and commercial description. The PVS would be responsible for maintaining regional sustainment for our customer?s lighting needs and possibly global support for specific lighting products, or BOTH. The following product segmentation ideas are only samples of how the Lighting acquisitions can be segmented and by no way should limit any ideas or suggestions. 1. Commercial FSC Method: Lighting products segmented into specific classes of lighting. This segment is National Stock Number (NSN) driven and the PVS will be required to provide product based on NSN requirements and ship to either a DLA depot or customer direct. PVS could support these NSNs using our two National Industries for the Blind (NIB) depots for storage and distribution. 2. Top Customer Method: The PVS will be required to provide product direct to our top customers who will order by NSN, brand name or standard description. This method may require multiple awards in order to provide direct customer support. 3. Industry Segmentation: Segment lighting products by industry (vehicular lights, aircraft lights, shipboard lights, facility lights, etc.). These items could be grouped together for large market basket acquisitions. The information being sought can be either a detailed proposal or a complete outline that will address a new lighting acquisition strategy. This proposal/outline must establish a supply chain concept that meets our current customer needs as efficiently as possible. Responses must include the following: name and address of the company, point of contact, email address and phone number, size of the business; whether they are large, small, small disadvantaged, 8(a), HUBZone and/or woman-owned, and corporate affiliation information. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of this request for information. This RFI does not constitute an Invitation For Bid or a Request For Proposal nor should it be considered as a commitment on the part of the Government. Information in the form of a written proposal or outline is requested by April 30, 2005. At that time we will review all submissions and possibly arrange a meeting with those who have submitted proposals to further explore the submitted options.
