Description
The Centers for Disease Control and Prevention (CDC), intends to negotiate on a sole source basis with the Russell Sage Foundation, New York, NY to perform a professional service contract for Respondent Driven Sampling (RDS) Coupon Manager Software. The purpose of this contract is to create a new version of the RDS Coupon Manager (RDSCM) Version 1.0 program to meet the needs and specifications of NHBS-IDU. The resulting Coupon Manager program will be referenced to herein as "RDSCM version 2.0". The purpose of this contract is also to provide training and technical assistance for the RDSCM and RDSAT software programs. There are 3 commercially available coupon manager programs that have been developed to date: 1) IRIS which is a DOS-based program and was last used in 1999. This software is limited in that it can not be operated in a MS Window environment and will support only a limited sample size. 2) IRIS+ program translated the original IRIS software into MS Access. This software is limited in that it can only be operated using MS Access, which is prohibited by CDC, and contains extraneous features not needed for NHBS-IDU. 3) RDSCM program version 1.0 was developed in 2004 by Douglas Hechathorn of Russell Sage Foundation. RDSCM is a Java based program and uses the HSGL database engine. Therefore, RDSCM is the most suitable software program for NHBS-IDU, as it does not require MS Access, it can operate in a MS Windows environment, and it can be tailored to the specific needs of NHBS-IDU. The tasks specified will require expertise, knowledge and experience in the RDS methodology and in developing and using software that tracks disbribution and redemption of referral coupons and incentives used for data collection. Programmers shall have a level of expertise in working with database software and systems; experience in providing training in the use of the database and software and knowledge and experience in conducting analysis of data collected using developed software and database. The tasks will also require expertise, knowledge and experience in using an RDS analysis tool, including exporting data collected via the RDS database (described in the above paragraph), formatting and importing the data into the analysis tool, and conducting RDS-specific data analysis. RDS-specific analysis for measuring sample equilibrium; and creating spatial maps to determine geographic disbribution of the sample. This announcement is being issued for informational purposes only; requests for quotations are not available. All responsible sources may submit a response, which shall be considered by the Agency. If any responses are submitted in response to this presolicitation notice and the agency determines to compete this requirement, a RFQ will be issued solely to the responders of this notice.
